BUSINESS STAGNATION
.A denial of the frequently-plet
allegation that increased railway
rates are responsible for the present
business depression was matte by
'William Sproul, President of the
Southern Pacific Railway Company,
at the convention of the National
Association of Credit Men at• San
Francisco last week. Mr. Sproul, af-
ter alluding to the so-called "freight
blockade" that occurred in 1917,
said:—
"Just as It was lightly alleged
then that the railroads had broken
down, so now it is readily alleged
that the increase in railroad rates is
responsible for the stagnation of
business. Because transportation is
so important a factor in business it
would be a serious charge, if it were
true, that the railroad rates had •bro-
duced the present stagnation in busi-
ness. But it is not true.
"On the contrary, the railroad
rates were not raised in time to en-
able the railroads to move the com-
merce of the country in its active
period when the business of the
country at large could easily absorb
the increase. The fact is that the
rates were raised and business de•
clined at about the salve ,time, but
one had nothing to do with the other
ns a related 'natter.
"In proof of the suggestion, let me
call your attention to the water rates.
The rates by water have been on the
decline. Yet private owners are
laying up their ships. The United
States Shipping Board's ships are
laid up by the score because business
is stagnant. The cause is found in
the sheer inability of business to get
back on a peace basis. That is the
reason business has halted.
"Yet the call of the day is - iat
railroads reduce their rates because
business is bad. This call for re-
duction comes from all sources and
on all important commodities and
from all sections of the country. I
venture the opinion that if all the
railroads of this country were, by
some edict, to reduce their rates one-
half on every kind of traffic every-
where, there would be no appreciable
increase in the volume of huspesa
moved, but the railroads would be
prostrate in one common disaster
that would shake the nation and call
credits into question.”

respectively Mr. Swartz was also in
town for a few days.

newing old friendships in Brussels and
locality, The latter is a sister of Mrs.
David Walker, Brussels. The visitors
were former residents.

in Brussels last Saturday. They pur-
pose visiting relatives and old friends

Cline Scott, Standard Bank inspector
with headquarters at Calgary, is a wel-
come visitor to town. He le a son of P.
and Mrs Scott, Queen street and is
working his way up the ladder. Mr.
Scott has been in the West for past
q years and tbinks it is the country.
Mac Service, of Winnipeg, accom•
parried the visitor and is also holidaying
in town.

Mr, McLeod discoursed practically on
"Faith." The evening theme was the
story of the sutplus oil, to the widow
desirous of paying her debt.
Rev, Mr. Clark's discourses in the
Methodist church last Sunday, 17th
inst., were based on Phil, 3 and 8,
