are waiting patiently (some of them) for

of pre-war days and thereby prove they
are keeping faitii with the public. It
will take another year or more for the

in the meantime every business man
should do his best to carry on by an
honest endeavor to be fair and above

for fair play.
CANADIAN womanhood has been the
boast and pride of the land of the Maple
for many a day and their praises have
often beeu sung for their industry,
honor and readiness to stand up for the
welfare of this fair land, She could be
banked on especially in the long stntggle
to break the fetters that King Alcohol
sought to shackle the home and its best
interests with. Was she right in the
past conflicts ? We are sorry to notice
that a few women are backsliding from
lofty purposes and elevating ideals by
seeking to ally themselves with plans
and purposes to blockade the way of
Prohibition. Their action will bring
them no credit nor will their example
thwart the emancipation policy of thous-
ands of their heroic sisters, It shows
poor judgment in a little coterie arraing-
ing themselves against almost a scald
phalanks of home -makers. If they are
satisfied with the history of the traffic
they are easily pleased and show poor
valuation for the battles that have been
waged and that have been crowned with
the ;victorious placing of Canada on the
present vantage ground. The woman-

MAIL CARRIERS
HAVE NO EXTRA
HIGHWAY RIGHTS
Are Liable For Negligent Opera-
tion of Vehicle On Road.
The question of the privileges and
rights of mail carriers on the high-
ways its Rural district has been
much mooted by car owners. The
following communication, received
by Mr. W. G. Robertson, Secretary
of the Ontario Motor League, from
their solicitor, Mr, T. N. Phelan, will
therefore be of interest to motorists:
At the request of your Board of
Directors, you have submitted the
following questions for my opinion:
(5) Are carriers of his Majesty's
Mail subject to the provisions of the
Highways Travel Act?
(2) Are such carriers liable for
negligent operation of a vehicle,
which negligence causes damage to
other users of the highway.
No special right or immunity is
conferred by statute on mail carriers
on the highway, except in so far as
the Postoffice Act declares the
obstruction or wilful delay of the
mail to be an indictable offense. We
have therefore to look to the Com-
mon Law for a definition of the right
duties on the highway, the distinc-
tion between the carrier himself and
the Crown whom he represents must
be kept clearly in mind. The Crown
is neither subject to the Highway
Travel Act nor liable in damages for
the negligence of any of its servants.
In my opinion, the servant himself
may be subject to the statutory pro-
visions and may be liable for any
act of negligence causing damage,
through acting in the capacity of a
servant of the 'Crown.
