may mention the Federal income tax.
The accuracy of his statement will be
questioned by another, and then a
third will remark that the conclusion of
the last speaker would be aI•right,
only he has things all twisted. And
finally the chartered accountant will
tell the speaker; they are all of them
wrong, He will set them right, Such
I a group is lucky if there is a chartered
accountant amongst them. More often
there is not. As to the Dominion
Government emissions on the sullject,
they are quite useless to the public,
Figures, not accompanied by explan-
atory words (and not the kind of
words employed in Gvernment doc-
uments), are almost useless for pub-
lic consumption. This being the case,
it is worth while to try to get straight
on this important subject, not only
because every person should under-
stand it, but also because the Geov.
ernment is in future going to adopt
stern measures in cases where peo-
ple either default on paymetns, fall
to make returns, try to get away with
incorrect returns or make false state-
ments. A booklet on the subject has
just been issued by the Royal Trust
Company, Other corporations, in-
cluding one or more of our banks,
and some of our trust companies,
have in the past treated of the same
subject. The peculiar virtue of the
Royal Trust Company booklet is that
it is completely revised and re -writt-
en up to date, so we will plunge into
it and see what we find.
As the law now stands, it is. "up to
you." You cannot in future sit frit
your comfortable chair receive from
the postman a blank schedule sent
by the Tax Commissioner, decide you
have lots of time, throw the blank
away, receive another, and finally
fillit
out with grudging a
w pen,and

send it on Its way, perhaps a week
late.

We are now talking about the
Dominion Government income tax
covering income for the year 1920,
First of all, the taxpayer must
apply for his own blank form, if he
does not otherwise receive it
He must then be his own ace.)nnt-
ant. That is, he cannot any longer
rely upon the Government to tote up
the amount of his income that is
subject to tax. He must do it himself.
He must calculate what amount of
money he is to pay in 1921 to cover
1920 taxes, not later than April 30,
1921. The rest is payable later, with
six percent: interest added, in three
two-monthlyinstallments,
if the taxpayer makes an error
either designed or unintentional,
and come to light, he will not be
asked to "Think Again” and kindly
send a correct statement to the Gov-
ernment, but instead he becomes im-
mediately liable to heavy penalties.
If he understates his income, he
must pay income tax on the deficien-
cy with ten ,per cent. interest. If he
understates his income by over ten
but less than twenty per cent., he is
fined half the amount of the income
ommitted,
A married taxpayer gives his in-
come as being $3,000. His actual in-
come is $3,600. He is Ilable to a fine
of $300, which is half the amount of

Income omitted. Suppose he says his
Income is $3,000, and it really is
$4,000; he they} is Ilable to a fine of
the entire unreported Income, that 35,
he,must pay Aver the full $t,V00 he
failed to report.

penalty is applied., if he pays less
than a fourth of the tax as estimated

Minister, The latter probably means
that he must have his accounts in
such fair shape that from them he
can estimate correctly the amount of
income and the amoutn of tax, The
Government is not confined to the
taxpayer for Information. A11 cor-
porations are required to send In a
list of employees receiving one thous-
and dollars or more.. It may call on
any person or firm :having dealings
with the taxpayer to produce books
and documents showing dividends
and bonuses paid to shareholders.
Estate moneys cannot, hereafter,
be allowed to remain locked up.
The executor for the estate trust de-
clare and pay an Income tax on es-
tate revenues, whether the estate has
been distributed or not. A minor,
who will in a certain number of
years receive a sum from an 'estate,
but is presently receiving nothing,
cannot plead that the estate moneys
are simply accumulating; these mon-
eys must pay income tax now, and
they ?dust pay on back years, as far
back as 1917. Where an estate has
been distributed, or is paying to ben-
iffclaries, the revenue of the estate
is not taxed, but each beneficiary
must pay the tax on his income from
the estate, It has been decided that
stock dividends are liable to tax,
probably following a'xlecision in the
United States 'Courts. But stock div-
idends kad accumulated before 1917,
and if their distribution to share-
holders has been voted before the
end of 1920.
Who is eligible'to*pay income tax?
Everyone with an income of One
Thousand dollars per year( or $2,000
if he or she is married) who lives in
Canada, or has lived in Canada 183
days during the year, or is employed
or carries on business in Canada, or
is paid for his services rendered in III
Canada, but in the last case, only '
on the Income so earned in Canada.
The normal (or ordinary) tax is
4 per cent, on Income up to $6,000.
What that means is If the . income Is
$6,000 in the case of a married man
with no children or other dependents,
he is exempt up to the first $2,000 of
the income, and he therefore pays
an income tax of 'four per cent. on
$4,000,
The unmarried person, who does
not come under any, other special
class, will be exempt up to $1,000,
and if he receives six thousand in-
come, he will pay four per cent. on
$5,000,
If the income is over six thousand',
dollars, the recipient pays, not four
per. cent. but the date of eight per
cent, on the excess Over his exemp-
tion,
