There are several small cities just out
side of Oakland and built up so close-
ly that one can hardly tell when one
leaves Oakland and enters one of

tonomy, would not tolerate the slight-
est interference with their internal af-
fairs, nor would they allow any )raper-
ial cabinet to override their wishes con-
cerning any foreign policy.
The postponement of the conference
is probably due to the recognition that
the practical difficulties of a meeting
next year are in superable, in Canada
