A per- fect nominated by the Government is in charge of each, department, Sub perfects supervise the arrondisoments and the communes aro under the charge of mundclpal councils elected by direct suffrage. So the actual voice of France's 40,000,000 people makes itself heard back of all the nominations, France's colonial possessions are eeoon11 only to those of Britain. Count- ing her share of the Gaa'nasn colonies —small recompense for France's loss- es 1n blood and treasure --France has to -day overseas possessions in all part of the world totalling about 5,- 000,000 square miles in area.
