How Franoa is Divided.
For purposes of local government
France Is divided into 87 departments
and the three departments of Algeria,
These departments are subdivided in -
10 arroudisements of which there
were 862 in 1913, into cantons, of
which there were 2,915, and into com-
munes which numbered 36,241. A per-
fect nominated by the Government is
in charge of each, department, Sub
perfects supervise the arrondisoments
and the communes aro under the
charge of mundclpal councils elected
by direct suffrage. So the actual
voice of France's 40,000,000 people
makes itself heard back of all the
nominations,
France's colonial possessions are
eeoon11 only to those of Britain. Count-
ing her share of the Gaa'nasn colonies
—small recompense for France's loss-
es 1n blood and treasure --France has
to -day overseas possessions in all
part of the world totalling about 5,-
000,000 square miles in area. The
"Dominion" idea has not yet taken
hold, however, and this enormous ter-
ritory, whose population is about 90
per cent, native rapes, unfitted for
self-government, is still politically
part of France—little France which
with Alsa:oe and Lorraine has an area

at $1,277,417; in 1917, 341,518 tons,
worth $1,200,440; in 1918, 507,229 tone,
valued at $1,930,963; and in 1919, 534;
675, worth 116 652.
