SANDWICH is much in the public eye,
owing to its ram -running representation.
A farmer named Drouillard paid $aouo

the latest clauses of the Canada Temper-
ance Act and the folly of not complying
with it. Behind prison bars is the spot
present "r who have been communicat
ed with since the meeting have expres
sed their views in approval of the unan
(mous action of the members whu were
present at the caucus. The statement
given out by Mr. Dewart on July 9th
with reference to the policy of the Pro
vincial Liberal party as to the Hydro -
radial railways was absolutely endorsed.
The liberal members are united in favor
of the re -organisation "f the Hydro- ele
ctric Commission upon the basis sag
Bested to Mr. Drury last January and
advocated in the House. Such a re -or-
ganization would have rendered ufiltec-
essary the appointment of any commis
sion to report tel the Government upon
the workings of the Hydro -electric
Commission now.
"The appointment of so many com-
missions by the Goverment upon so
many different subjects of which this
is the last example was strongly con-
demned, The Goverment is evading res
ponsibility by handing over to the cont
missions the responsibility for making
investigation and arriving at decisions
which the Governlnent 'should make
itself. This is a violation of the whole
principle of responsible government for
which the Liberal party absolutely
stands.

Clarkson which was in the hands of
the Government immediately after 111
was transmitted on March 19, 1920.
'The House was then in session until
Friday May 28th. There was ample time
for the Government to have come to a
conclusion with reference to the mat-
ters in issue after receiving Mr. Clark -
son's statement and before the House
rose. It was the duty of the Govern-
ment to take the members of tate House
into its confidence, The Government
should not have waited ntil a month
after Parliament had prolonged to de-
clare its inability to deal with this quest
ion without further advice.
Ask Full Amount Of Hydro
"At the sante time the members
heartily approve of the principle that
there must be the fullest publicity with
reference to the accounts and estmates
of the Hydro -electric Commission both
as to power and to radials. The Liberal
leader had contended for this in the
House and had forced the Goernment
to bring down something more than the
meagre twelve lines of bulk estmates
representing an expenditure of many
millions,
"The people of the province will not
be satisfied unless they have a full ac-
count—full estimates year by year.
"The morning Press gives and inter
view with Attorney -General Raney in
which his ripening remark is that the
mind of the Government is more or
less made up referring of course to
the personal of the commission, Pro-
bably his remark is equally applicable
to the whole Hydro radial policy of the
Goverinnent. One scarcely knaves
whether to place the emphasis upon
the words more or less or upon the
words made up. What the people of
the province are looking for is not
vaciliation but decision.
"The members unanimously recom-
mended the appointment of Mr. L.
Homfray Irving as the Liberal repre-
sentative upon the Public Service
Superannuation Board.
