Ottawa, Feb. 7. --•-Froin pre- sent appearances, the session of parliament will not open before the 13th of March, though it is hoped that that will be the latest date for the assembly. The de- lay is due to the long process -- longer than was anticipated --in allocating the soldier's votes ilt home and overseas. This takes longer 1 ,t.l than the actual counting, because any argument as to the 1e- g'ularity n f ballots arises before the envelope stating where the ballots were cast is opened. Ment- lbers cannot be officially returned until the soldiers' votes are count- ed, and parliament cannot be sum- moned until the members are for- mally returned and gazetted. There is some doubt whether or not a new clerk will be appoint- ed for the colnmons this session, but a sergeant -at -arms, replacing the late Cecil Smith, will be sel- ected. Probably it will be the deputy sergeant -at -arms, Major Bowie, now overseas. a's•yd,•••• 44?Oa**.4440•'44• t,a Ha n %alibied • Successor to 0 0 ® • F Is prepared to pay tne • biggest price.for 1111, Yolleck • A • • Scrap Iron, o v Rags, 4 o Rubbers, c a &c.43 to 0 • • Furs Wim.totol w Q • • All kihda of 11,11. 10w•' wool- 2 • nil. Mr, Wilson evidently considered Czerin's utterances more, fav- orable to world peace than that of Von Hertling. THE NEWSPAPERS' PAR'!' If the matter had ended there not a factory or store would have been closed to day or on Saturday, The next step was taken by that greatest of all publicity agents, the Press. Without payment, newspapers from one end of the country to the other announced that the order had been issued, and kept their readers informed of every amendment and change made. In this way the closing order was made effective, and every- one was able to know` what must be done or left undone to keep within tihe law. doesrhe tlesame Government occurs forrtadvert sem adlaw vertisements s bills anditacts where the general public will see them. It relies an free publicity, granted by Canada's newspapers, not only by supporters of the Government but by those which 'favor the policy of the Opposition. All the free advertising on behalf of the.,Gnvernntent is shared in by papers of all political creeds, but what happens when there is some paid advertising of ()hail contracts or similiar Government work? Do all papers share in this? No, it is kept exclusively for those which espouse the Governatlent's politics. This is unfair to the papers, but it is more unfair to the people. Throughout the Dom- inion, possibly one-third 011ie reading populace reads only a Con- servative paper, one-third only a 'Liberal paper and the remaining third reads papers of both sides. Those who do not subscribe to one which carries the Government advertising never have a chance to tender -on contracts, •because they do not know when they are ad- verti e s d or what is wanted, The result is to cut down competition, and the country, in some cases, pays more than the work is worts, With a1111 1 t a 1 government there ought to be no discrimination against papers. g j ap..r s.
