dertaking of impressive propor-
tion~ which it has sanctioned during
the seeeion now drawing to a close.
The legislation to make possible the
development program of the two big
railway companies ; to provide fur
extensive harbor improvements, anti
the many other public works planned
throughout the Dominion, constitute
perhaps the most important outcome ,
of the activities on Parliament Hill.
, during the past three and a half
months.

pany was passed. The company es-
timates its expenditures, for which
this bill made provision, in the devel-
opment of its plants in the next five
!years to reach $120,000,000.

Of the budget changes the mo'tt
important were the reductions of the
sales tax from three to two per cent
and the new schedule which will ma-
terially increase the tax on the
transfers of shares of stock. A num-
ber of revisions were made in tariff,
but they were mostly 10 elle form of
adjustments. When. the budget was
brought down the United States Con-
gress was preparing to develop a
new tariff bill, As a result the atti-
Itude taken in Canada's budget was
to a considerable extent one of wait-
ing to see how the tariff changes a-
cross the line would work out. The
Government will then decide what
alterations to the Canadian tariff
considers desirable and bring them
down in the budget of next session.
Canada's international relations
took up considerable time this ses-
sion. Parliament ratified the multi-
lateral treaty for the beautification
of Niagara Falls. The treaty regul-
ating the sockeye salmon fisheries of
the Fraser River cane: before the
House, but ratification was postpon-
ed. The sinking of the Canadian

Much of the real excitement of
the session resulted from the battle
over divorce hills. After the House
of Commerce had turned down a bill
originated in the senate to provide a
divorce court for Ontario. J. S.
Woodsworth (Labor, Winnipeg
North centre) led an attack on the
system in effect in Ontario and Que-
bec, which requires an act of parlia-
ment to disolve a marriage. In the
past year the Senate divorce com-
mittee has clone almost all the work
of investigating divorce applications,
hearing all the evidence. The Com-
mons took the Senate's word for it
and passed most of the bills en bloc.

14Ir. Woodsworth, assisted by Hen-
ri Bourassa (Independent, La Belle)
William Irvine (U. F. A., Wetaski-
win) and others refused to pass div-
orce bill until the House had been in-
formed on the merits of each applic-
ation. This produced a situation un-
ique in the history of the Commons
and battle followed battle, division
followed division, with only scant
progress being made, et is estimat-
ed that over 60 per cent. of all the
time available in the house this ses-
sion for private bills was appropriat-
ed to the discussion of divorcee. Ev-
entually nearly all the bills were
passed, but it clogged the business of
the house to such an extent that Pre
mier Mackenzie King intimated that
during the recess efforts would be
made to divise some plan which
would shift divorces to some other
tribunal.
Parliament was saddened by the
death of one senator and three mem-
bers of Parliament during the ses-
sion. They were Senator Robert At -
so, of Portage La Prairie ; Dr. R.
F. Preston (Conn., Lanark' ; Hon.
7. W. Edwards (Cons., Frontenac•
Addington) and Roch Lancet 'Liber-
al, ha Prairle-Naptiervillc.
SCHOOL FAIR DATES
