The Dominion minister of finance,
Hon, James A. Robb, places the fed-
eral estimates for the fiscal year of
1929-30 as main estimates at $391,-
507,840, an increase of over five mil-
lions over 1928-29, with supplement-
aries yet to come, which will probab-
ly bring the total to over $400,000,-
000.
400,000;000. Interest on the public debt is
estimated $121,880,493. Substantial
increases are for agriculture, soldiers'
pensions, air and naval services and
trade and commerce. The agricultur-
al vote is $4,483,326. Provison for
pensions will require $43,831,621,
and for natural defence, $20,123,•
376. and for national defence, $20,-
123,376.
Canadian huskies are the well-
known breeds of dogs that take the
place of the horse in Northern Can-
ada and the Artie circle. They are
half wolf and half dog and when
trained are the chief means of trans-
portation for the inhabitants of the
northern end of the Dominion.
Eighty of these hardy and useful an-
imals were taken by Commander
Byrd on his Antarctic expedition
and reports have already come of the
use he had made of them. They will
be used by Byrd with airplanes and
gasoline tractors for hauling heavly
loads over the Antarctic ice.
In May, 1811, an immense tract
of land was granted to the fifth 'Carl
of 'Selkirk (1771-1820) a Scotish
nobleman and philanthropist, in the
Red River Valley, in that ipart of
Western Canada now called Manitoba,
Lord Selkirk at once proceeded to
send out colonists and the resulting
settlement was known as the lied
River Colony. However, the plan was
ruined by the hostility of the North-
west company. After the battle of
Seven Oaks, in 1816, by which Lord
Selkirk's colonists suffered greatly
the Earl sent a new group of settlers
and founded the village of Kildonian,
now part of the city of Winnipeg.

The British North American Act
is the title of the act passed by the
Imperial Parliament bringing into
force the Confederation of then Cim-
adiau provinces of 1867 into the
Dominion of Canada, wile a federal
!louse of Commons and Senate. The
act sets forth the respective func-
tions of Canadian Parliament and
the various provincial legislatures
and is regarded as the Magna Charta
of modern Canada.
The estimated expenditures for
1929-30 for the cost of various high
commissioners for Canada includes
3117,200,; Washington 3100,000
Paris, $80,000 ; and Tokio $75,000
'!'hese sums are in addition to the ex-
penditures of the Department of Ex
ternal affairs in Ottawa.

Hon, henry George Carroll, one-
time Solicitor -General in the Do-
minion Cabinet, later a Judge of
the Court of King's Bench of Que-
bec, and now appointed to succeed
the late Sir Lomer Gouln as
Lieutenant -Governor of Quebec.

This is thought to slip a cog, or some

result of an error not on the part of
the machine but on the part of the

operator. What happens is that the
' operator makes some kind of slip
so that he does not wish to complete
the line he is working on. But the
inner works of the linotype machine
are such that they must have a cer-
tain number of letters dropped into
them before they will push out the
current line and get ready for the
next one. So the operator feeds it
letters as quickly as he can by run-
ning
enning his finger: down the bank of
keys in front of him, expecting to
throw out the faulty line when it has
come from the mould, but sometimes
forgetting to do so. The keys are
arranged in this order:

So it can easily be seen that when
he runs his fingers down the first
two rows, Etaoin Shrdlu stands a
good chance of getting into the paper
• and if a few more letters are need-
ed, and the operator starts into the
third bank, Etaoin will have q few
honorary degrees to his name. In
the present instance, what probably
happened was that after the opera-
tor started to set the line he dis-
covered that "Frank B. Kellogg"
should have been brought into line
with "Calvin Coolidge," instead of
with "(Seal)", and started at once
to do the line over, with somewhat
appalling results,
Etaoin Shrdlu is forty-four years
old, having been born in 1885 on
the same day as the linotype mach-
ine. He is unmarried. He informs
us that he has taken the blindfold
test and chosen Old Golds without
even having to res what he
laughingly calls his brains.
