Huron County Council.
Tho council met on Tuesday of last
week. After reading the minutes of last
meeting, the Warden addreseed the council
regretting the demise of Mr. Henning, Irate
of Turnberry, and he then spoke of the
Benmilier, Craig's and i,gmondville bridges,
the Polido Magistrate, House of Refuge, oto.,
and certain repairs to the county buildings.
A resolution of oondolenoe with the family
of the lata Jas. Henning, was passed. A
ciroular from tho Department of Agricul-
tore, calling attention to the fact that the
Act had boon emended offering free tuition
for two years at the Agricultural College to
one student for each county, was referred
to the Special Committee.
Several lettere and accounte of minor
importance were referred to different com-
mittees.
It was moved by Mr. Koine, seconded by
Mr. Blank, that the council grant such a
sum ae it sees fit to supplement the pay
of tho subalterns and. non-commissioned
officers and membere of the 33rd Battalion,
during their stay in camp this season. Re-
ferred to /Finance Committee.
A letter from the License Commissioner s
of East Huron, demanding the sum 010537.-
78 to be Ceposited forthwith in the Bank of
Hamilton at Wingham, to enforce the Can.
adian Temperance Act of 1878, for the dis-
trict of Bast. Huron, was referred to Finance
Committee.
The following report of D. M. Malloch
was read and ordered to be printed in the
minptee:-
I have the honor to submit my annual
report of the schools in the inspectorate of
East 'Huron for 1886, and in doing so, con-
fine myself chiefly to n statement showing
the total receipte and expenditures of each
municipality, the amount paid for teachers
salaries, /lumber of pupils entered on the
various registers, average Dost per pupil for
salaries, number of teachers employed, etc.
During the year I examined every school in
the inspectorate, and a largo number of
them twioo, but owing to ill -health was un-
able to take them all a second time. I may
state that, ae a general rule, I take two
schools a day, and no more than that num-
ber under any circumstances. In some
cases I have taken only ono, when the at-
tendance was so large that all couldnotbe
examined in half a day. The great major-
ity of tho schools are making creditable
progress, particularly whon teachers remain
for =coral years in the same section. In
sections where there is a constant change
of teachers eaoh year, the progress ie not so
satisfactory 58 is to be desired. During
the year a largo number of candidates
wrote at the Entrance Examinations for
admission to the High Schools of the vicin-
ity, and a very fair proportion was eucooss-
ful. About 210 candidates have signified
their intention to write at tho approaching
examinations in July. This is, of itself, a
good evidence of the interest taken in edu-
oational progress. The accompanying
statements aro based upon the annual re.
port of the trustees of each school section
in the difiorent municipalities, and I beg
to submit them to your favorable consider-
ation,

Counoil reeumed, and after approving
minutes, a petition from. Mayor Neelande,
Wingham, and othere, praying the Counoil
to refund James Johnston the amount of
hie pedlars' license, as he is an invalid and
has been for some yoare, was referred to
Finance Committee,
Moved by Mr. Corbett, eeoonded by Mr,
McMillan that this Counoil memoralize the
Dominion Government to fix the standard
for a barrel of salt, making it the legal
weight of five bushole,.or 280 lbs. and that
the weight bo stamped on the barrel,
Carried.
On motion of Meson, Girvin and Durnin
it was decided to ask tho Lieut. Governor
to souse tho line between lots 24 and 25,
con, 4, West Wawanoeh, to bo surveyed and
marked off by permanent etorlo boundaries.
The road commissioner was instructed to
examine the bridge on the Bayfield river
crossing the Louden Road, and report if a
now bridge ie necessary,
Counoil then adjourned to meet again at

After the reading of the minutes, it was
moved by Mr. Johnston, eoeonded by Mr.
Belly that the Council withold tho memor-
ial on the Balt question prepared to be sent
to the Government, until the December
saeaion, and that the Balt manu(aoturers be
allowed to interview oho amnion on the
lineation. Carried.
Tho report of the School Committee, in
substance, as follows, was road and adopt-
ed :-In regard to the petition from several
ratepayers of tha townships of Minto and
flowick, in relation to the formation of a
union school motion, a'o recommend that
an arbitrator ho appointed by oounoil, in
acoordanae with the prayer of the petition.
In reference to the communication from
the Seo..Treae, of S. 8. No. 10, Colborne,
we recommend that no action be taken, as
the county council hag no present jurisdic-
tion in the matter. We recommend that
the report of Mr. Malloch, P. S. I., be a-
dopted and printed in the 'ninnies. The
committee regret that Mr. Malloch did not
pay the number of visite prescribed by law,
and we recommend that the Inepootor be
paid only in proportion to the work done.
The Sobool Committee of 1886 r000mmend-
ed that the Inspector be required to give
date of each visit to each school, whioh re-
quirement has been disregarded ; we, there-
fore, recommend that the Clerk we notice
to the Inspectors, and ask that future re-
ports be made in accordance with the re-
aolu Lion.
Moved by Dr. Bolline, seconded by Mr.
Bisset! that whereas it appears from the,
statutes that the county council of any
county in which the Canada Temperance
Act is in force is directly liable for two-
thirds of the estimated expenditure of the
Commissioners for the county, whether the
expenditure is for constables, or magistrat-
es fees, or for unsuccessful proseoutione,
or for any other posts incurred at the dia.

no limit, chock or responsibility is provided.
Whereas, itis 1111w100 to pub such unlimit-
ed control of public funds in the bands of
any body of men not responsible for such
expenditure. Whereas, no provision ie
made for properly auditing the accounts of
the Board of Commiseioners, and whereas,
any county in which the Canada Temper-
ance" Act is in force, could be compelled to
pay large sums of money at the mere op-
tion of such boards of commissioners, there-
fore, resolved that the Warden and Cleric
be instructed to memorialize the Attorney -
General of Ontario, asking him to provide
such legislation as wilt do away with liabil-
ity by the county, or in Casa of non -liability,
to pass legislation to remove doubts, or eleo
to provide such legislation as will put in
the hands of the county council the appoint-
ment of such commissioners and officers,
so that they will bo responsible to the coun-
ty council, and have their accounts and es-
timates properly audited and limited.
Ordered to be laid on the table till the
afternoon session.
The supplementary report of the road
commissioner was read and referred to the
Road and Bridge Committee,
A circular from the Clark of the LegIs-
latuo, respecting amendments to the Mun-
icipal Act, was read and raferred to the
Special Committee, to. report at December
session.
The report of the Jail and Court House,
as follows, was read and adopted; -We'
visited the Registry Office and recommend-
ed that some shelves be added to make room
for storing books. Recommended that
necessary repairs be inade in and around
the Court House. We also visited the Jail
and found everything clean and in good
other, we find at present 6 males and one
female therein, five of them being insane,
one under sentence and one as it : vagrant,
all being satisfied with the treatment they
are receiving.

MoMurohie to reduce tho equalized value of
Clinton by $10,000, was lost on a division.
Severalmotions to reduce other muuioipal-
ties were also lost. Mr. Adamson was
ranted a leave of absenes for two months,
e to provide a substitute during his ab-
ence. Several by-laws were passed. On
motion of•Dr. Rollins it was decided, by
the pasting vote of the Warden, that when
the council adjourns it is to meet again of
the first Wednesday. of Deoember instead
of the first Tuesday.
On the motion to appropriate $16,000 to-
wards the erection of a Door Renee, the vote'

pose. (This clause was defeated in the

ers of Last Huron, asking that $587.78 be
deposited in a Bank at Wingham, to the
credit of the License Fund special account,
for the lioenes district of East Huron, we
recommend that notion be deferred until
the Dooember meeting of oounoil, in order
to obtain further information on the matter.
In reference to a communfoatlon from J. R.
Miller, late Inepootor, asking the sum of
$450 in lieu of postage, d'ec., during his toren
of offnoe, the Committee recommend that
no action be taken, as he was paid all that
the law entitled him to. An amount of
16o, per day, was passed to supplement the
pay of the privates of the 88rd Battalion,
while in camp during the present season.
With referee= to the appointment of a
Police Magistrate, recommend that no ac-
tion be taken. $25 was granted Jas. Gilles-
pie, for claim of $50 in re Londosboro'
bridge. A number of a:oounts were also
passed, in the enumeration of which our
readers are not interested.
The committee appointed to soloot a site
for a Poor House, received the following of-
fers :-Lot 7, Huron road, Goderich Town-
ship, 68'aoroa al $65 an sore ; lot 8, eon. 2,
Goderich Township, 70 mores at 665; lot 26,
con. 10, Mullett, 91 acres, 665 ; lot 24; con.
10, Hullett, 60 acres, 668 ; part io Blyth and
part in East Wawanoeh, 70 acres, $70. The
committee also corresponded with the
Olerke of York, Middlesex, Waterloo, and
Wellington, as to the places and costs of
the Poor Houses, and find them to be aa
follows :-York, $19,020; Middlesex' $80,-
000; Waterloo, 145 acres, $26,000; Well-
ington, 60 acres, 621,300. From the oorres-
pondenoe the following foots are gathered
in reference to site, buildings, and costs of
maintainance of inmates :-That a small
farm is more profitable than a large one ;
that a low building, while not so imposing
as a high structure, is more suitable for old
and infirm inmates, and that the coat of
maintenance of each inmate per year, for
last year,in Waterloo, was $41.71, including
keeper and 9 of a family. In reference to
the otrcular from the Department of Agri-
culture relative to sending a young man to
the Model Farm, the Clerk and Warden
were instructed to take the necessary steps,
provided a fit and proper young man should
make application.
The Equalization committee reports a
marked improvement over past years in the
matter of assessments, is a majority , of
oases, the principle of assessing up to the
actual value having been adopted, and itis
hoped all assessors will adopt this system.
Several of the rolls returned are not com-
plete, the affidavit not being attached, and
hereafter rolls so returned will not be as -
(opted. The committee recommend the
adoption of the "values set forth in the an-
nexed schedule.

The treasurer gave tho following state-

The road and bridge committee recom-
mended that the tender of Jas. Nagle, 02,-
812, for building abutments to Port Albert
bridge, be a000pted. That the repairs men-
tioned as geoeseary on 'Zetland Bridge, in
Mr, Afu0ley'o report, be prooeeded with at
once. With respoetto the supeestruotare
of Brussels bridge, on account of the storm
abutments being already built, we mom -
mend that an iron s0porstrueture 110 •built,
with footpath. Recommend the approaoh-
00 to Griovo's bridge d)+ put in a proper
condition. Recommend that the Road
Committee be instructed to have the ap•
proaeh to $ippon bridge put in a proper
state of repair. Recommend that the hole
in Maitland bridge be repaired. R000m.

Meadow bridge, Holpse's and Nine Milo
bridge be examined by the commissioner as

Past Huron Conservatives,
Last Wednesday afternoon the
Conservatives of East Huron met in
Convention, in Wingham, for the
purpose of selecting a candidate for
the next Dominion election, The
following persons were nominated :-
Messrs, Farrow, M. P., Meyer, Clegg,
Mosgrovo and Perkins. After short
speeches by the nominees they all re-
tired In favor of 'Thos. Farrow, the
present member. The ball may be
said to be fairly rolling now as both
candidates aro in the field and a
warm election is expected.

ON Monday a match of cricket was
played between the clubs of Clinton
and Goderich on the grounds of the
latter club, Clinton went to the bat
first and scored 67 in their first in•
ninge. Goderich followed and scored
48. In the second loninge Clinton
floored 20, and Goderich 44 with 5
wickets to fall, thus leaving the home
team the winners. Mr. Drummond,
for the Goderich club, batted for 21
and 18 rune respectively, in the two
innings. Mr. Kennedy made 28 in
the first innings for Clinton, Dudley
Holmes bowled for Goderich in the
second innings and 00 well did he do
his work only two runs were scored
from his bowling in the innings.

held in the Orange Hall, Brussels, on
May 8rc1, it was moved by Bro. T. G.
Holmes, M.D., seconded by Bro. Jno.
Mooney, P. W. M,, and resolved that
thio L. 0. L., No. 774, appoint a com-
mittee, to consist of Bros, Thos. Wat-
son, Ben Gerry, the Worshipful
Master, Deputy blaster, Recording
Secretary, and the mover and sec-
onder, to draft a memorial of condol-
ence, to be presented to Bro. Joseph
Clegg, in this, his great bereavement,
by the drowning of his eldest daugh-
ter, and that this lodge now adjourn
for ono month through sympathy for
Bro. Clegg and family, a copy of this
resolution to be forwarded with the
memorial. On Monday evening, June,
7th, the lodge resumed business, after
the expiration of the adjournment,
when the following memorial was
presented to Bro. Clegg :-
