WATCH TH1'4SSESSMENT
Last Seseion the Local Legislature
passed a Franchise Act which widely
extended the Franchise and which
gives votes to a barge number who
never had the richt to vote before.
The Provincial Voters' Lists are en.
tirely •baited upon the Assessment
Belle. Up/tete a man's name appears
upon the Assessment Moll, it will not
appear on the Voters' Lists. There
fore it ie of the greatest importance
that every man to whom a vote is
given by this now Franchise Act
should be aeeeseeti. Particularly uo•
tioe the law as it applies to three
classes, uamely : wage-earners. house-
holders, and landlords sous.
As to wnge•e [niers the Franchise
Aot provides that :—
'"Every male person upon the last
revised assetisment roll ns a wage•
earner who resides at the time of the
election in the local municipality in
which he tenders his vote and has re
sided there continuously since the
completion of the last reeisod assees.
went roll of the municipality, and
who hes, daring the twelve months
next prior to being so entered, deriv-
ed. or earned wagee or income from
some trade, oeaupetton, calling, office
or profession of r101 hese than two
hundred and fifty defiers shall he en
titled to vote."
And it further providee that :—
"The fair value of the board or
lodging received by Snob person in
townships as part of his wages shall
be onueidered or included as part of
the $250."
The amount for which the wage
earner is assessed is not taxable. Hie
name ie plated upon the, assessment
roll for the sole purpose of giving him
a vote. The wage -Darner most take
an affirmation in form provided by
Statute, and the assessor ie compel]
ed by law to have those forms printed
(at the expellee of the municipality),
and to take them with him when en-
gaged in his work of assessing. Every
Householder in each Townehip nun•
ioipality has a vote. This opens the
door for many now voters. Every
Lantlbolder's son also votes, and the
word "son" includes "stepson,"
"grandson," and "son•in•lew, and
the word "landholder" includes "ton
ants," so that the sons of tonente
may vote. Formerly the right of
farmers' sons to vote was governed
by the amount for which the father
was at sessed, and it still ie 90 in the
Dominion Franchise. By tbo Ontario
Act of lost eeseion however, where the
parentis aveegsad either as owner or
tenant in cities or tuwns for $400,
and in villages and townships for $200,
all the sins who ere twenty -ane years
of age, and who have resided with
their parent for the pasttwelve menthe
aro entitled to bo put on the Aescee
ment Roll as landholder's son. The
expression "landholder's son" also
includes in its manning a step•sen,
grand -sou, or sen -in-law, who may
have so resided with the AMAMI
landlord. Six months temporary ab
