For the third time the Blair education
al bill has failed to secure the approval
of Congress. On the two former oo•
casi"ns the measure passed the Senate,
but yesterday that body, by a vote of
thirty-six to thirty-two, decided that it
was inexpedient far the Government to
engage in the education of the youth of
the States, as provided for in the meas.

On the two former occasions the Blair
bill met its defeat in the House. Its
failure in the Senate at this time is sig.
nilieant and plainly indicates the trend
of publie sentiment. That revolution in
public feeling on this matter has taken
place in the Southern States, is evinced
by the fact that some of the strongest
arguments against the bill were made by
Senators from the South, and the op.
position from that section speaks highly
of the confidence of the people of the
South in their ability to provide for
their citizens in the matter of education,

The majority of the ways and means
committee have begun already to feel the
effect of the premature publication of
their tariff bill, and the oommitlee room
has been crowded with people the past
two days, who hastened to tell the com-
mittee what they thought of the bill.
Every interest that the bill injures ap-
pears to have frieuds hastening to its de-
fenus, and members of the eon•Ltnittee are
threatened with the downfall of the Re•
publican party, if this or that item
Wends usin the bill. The sugar men
are of course greatly diesatisfied at the
redaction of 60% on sugar and are talk•
ing of resistance. What this will amount
to in the end cannot be judged at this
time. Members generally hesitate to
discuss the committee bill before they
have seen it in its complete offioial form
and had an opportunity to study it pare -
felly. The Demoorats denounce the bill
in a general way. They think that the
tobacco 0250 will not be satisfied with the
treatment they have received, and that
the tobacco tax might as well hot he
touched if any tax is to be left, so as to
put this business under government sup-
ervision. They regard the appearance of
giving protection to farmers by putting
dnty on wheat and the like, where there
are no importations, as a mere pretense.
The discussion of contested election
cases in the House of Representatives is
generally listened to by only a few mem•
bars of the party from whom standpoint
the particular speaker ie talking. When
a Democrat is speaking meet of the Re.
publican seats are usually empty, while
when a Republican is speaking many of
the Democrats retire to the cloak room
or move about the building attending to
other matters. No great number listen
to any argument in contested election
cases they do not agree with.
The Democrats, however, are deter.
mined that a quorum shall be present
when future contests are called up, and
to insure this a call of the House will be
demanded before consideraaion of a con.
test case. While they take it for grant•
ed that the Democratic contestant will he
unseated, they are determined that the
loss shall not be the fault of absentees,
as in the Cate case. The party whip bas
been cracking about the heels of the
habitual absentees and it is expected
that all will be present or properly pair.

The season that will shortly open will
