P. for Past Huron voted for the Bill. TIM Toronto Humane Society offer a reward of $10.00 for information leading to the conviction of parties guilty of horre.dookine. This is getting dawn to common sense, although the "law -de - slaws" will no doubt be quite incensed at this interference with the castoff' so much in vogue in "hold Hinglane," yon know. They will likely walk hereafter rather than ride behind a long-tailed horse. IKAns, the Toronto wife murderer, paid t e gallows • of the law on It thefall penalty r y an Wednesday morning of this week. It was nothing more than he deserved, and if a few more examples were made of some of these characters it would be all the bettor for the community. Some v to be bunted n itetser excuse will have p as reason for cominittining such crimes than "I was drunk and don't know any thing about it." The liquor trnfio is responsible for a good dial that's bad but not in every rase. "Tar sale of intoxicating liquors in the House restaurant bas been stopped and the bar in the building is now a thing of the past." The above news item refers to the Local Parliament in Toronto. So it should be stopped. What right has either the Dominion or Provincial auth- orities to have a bar in their public build- ings, and at the expense of the electorate pot in a goof finis over beer and cham- pagne—if nothing stronger 7 Many of the M.P's, and M.PP's, may have temp- erance sentiment in their minds, but comparatively few have it in their hearts. If they have they have a milk and water manner of exhibiting it before the country. Ws aommend the following informs. tion to the anti -House of Refuge men in Huron County and ask them to watch the progress of the Bill : "Among the provisions of the Govern- or ent's bill respecting the establishment of Houses of Refuge is that counties shall be assisted by the Province in erecting such institutions up to one- fonrth of their cost, but the limit of the grant is placed at $4,000. A. House of Refuge which would cost .$10,000 would, according t" the bill, come in for the total grant of $4,000, but any amount beyond that would not inuteaso the Provincial aid. It is also provided that when two countiesanties mute for purposes of erecting a refuge, eaoh county will re- ceive one-fourth of the Dost, or a maxi. mum grant of $8,000. The same rule is applied to minor municipalities uniting for the purposes of the bill." Witsns is the credit system of sial country going to end ? This is a question of no small importance, and the coasid- ation of which, sooner or later, will be forced upon the business people of this country. It bas become almost a weekly occurrence to hear of failures, assign• menta and "ekin-ottts," to say nothing of the hundreds of people who are now liv. ing almost entirely on the credit re. ceived from grocers, dry goods men and the representatives of other branches of trade. It may occasionally be an oblige. ment to give a person credit, but as a whole it is an injury rather than a kind. sees, as many people will run the full length of the generosity and patience of the merchant and when settlement is de. mended they snap their fingers in the creditor's face. Who's to blame for this pernicious credit system Y The annual report of the President of the Toronto Board of Trade strongly condom= the looseness with which oredit has been given to retailers in the dry goods trade. The fault lies wholly with the whole. salers, and the remedy for the evil com- plained of is entirely in their hande. In their OVer-anxietyto do business the wholesale houses send out armies of travellers, and those fairly force goods on men to whom credit should not be given under any circumstances. The business men of different plaice have formed them- selves into an Association for their own protection and bound themselves by agreement, with penalty attached, to do business only on emelt prinoiplos, In these cases the volume of business done may not be so great but there will be this tatisfxotion, the business man will bo sure of the may for all he Belle, and will have bis goods on the shelves instead of o lot of book debts, the value of which will be very uncertain, perhaps. The business men of Brussels and the se, -- rounding villages have surely soon the fallacy of continuing to do business on the old liner, and whet in required is a -right abort fair" movement, snaking resit the underlying principle.
