to the 1iunicipxl Aet, making a two-
thirds vote of all qualified voters in a
municipality necessary to the granting
of a bonus, is an excellent reform. It
secures, practically, the end aimed at by
W, D. Balfour's bill, and it is at the
same time free from nay reasonable ob-
jection on the ground of meddiesomneas,
or abiirary interference with the liberty
of muuicipali Live to .:o what tLcv please
with their own money. The objectiou-
able bonnsing by-laws are usually carried
by a small number of voters. It is diffi.
cult to the majority sufficiently interested
in what may seem to them a trivial mat-
ter to take the trouble of making up their
minds and going.out to vote one way or
the other. It may be assumed that if
two,thirds of all the ratepayers in any
muni ripe ity care enough about a pro-
posed bonus to go out and vote for it,
there ]num be some special reason for
their approval. Such a vote would, in
moat cases, mean practical unanimity.
But it may be pretty safely assumed
that the bonuses granted under the new
clause would be very few and very far be-
tween. It is high time that this should
be eo, as the bonus erase has forever
ruined mare than oue enterprising town.
Mr. Balfour has stuok to his text like a
hero, and is deserving of the thanks of
the public.
Tars is the age of comhfnes and it
would appear when the avarice of certain
individuals cannot be satisfied they am-
algamate and put up or put down prices
as best snits their desires and their
pockets, especially the latter and spelled
with a big P too. We have had a good
many examples of what combines and
monopolies have done, in the C.P.R., cot-
ton and sugar rings and others of lamer
importance. but the groundwork is about
the same in all of them, and while they
dance somebody kas to pay the fiddler.
In lust Tuesday's Toronto Empire the
following "toothsome" artiole appeared
in which the farmers are to be made the
butt of the leading egg dealers during the
coming season, We reproduce the item
so that the true inwardness of the scheme
may be seen :
There was quite a flurry in the egg
market to -day. Uwin;; to increased off
•, eriugs, prices kept dropping all last week.
Saturday they touched 140. To day it
was reported at the produce commissmn
h'euses and among the retailers that a

„"12}e. This gave rise to a number of
minors as to the reasons for this drop.
It was generally assetted that an associ-
alien oompnned of tart cgs dealers of the
province was at the bottom or it, the
Frost Street firm acting for them. It
was stated that this association had been
organized to control the egg trade ; that
their local busineea would be done
throngh the Front street house ; that a
deputation was going to New York to ar-
range freights and numerous other state-
ments. There is some truth and consid-
erable fiction in the rtporte. Last week
a few of the leading egg dealers mot at
Stratford to discuss the situation. Many
of them lost heavily on the past swan
bcainess, and they want to regulate mat-
ters for the Doming season. Another
meeting will be held to -morrow to en-
deavor to form an association. The re-
port tbat they had offered fresh eggs at
12}o is positively denied by the house in
question."
We are aware that some of the egg
dealers lost money last year but we do
not see as this should cause them to play
sharp with the farming community.
Further developments will be awaited
with interest.
