W., only that the assessments are graded according to age. Mr. Bieck' is a general agent and has succeeded admirably both at home and abroad. From what we have seen of the objects and aims of the institution it should prove a very ac- oeptable mode for anyone wanting ,in- surance at its bare cost. They have reached a point 11085 where they are in perfect agreement and the bill in a general form is corn. plated. There remains now little for them to do beyond the manual labor of getting the hill in form, and some "mis- SiOnery work" to strengthen the bill, They etre advancing in a way that is more satisfaotory than they had hoped for. The "missionary work" to be done ie simply the yielding of little point; here and there, when they can thus gain strength for the bill without making any Sargent saerilioe. The bill as reported will put wool on the free list, will, by way of compromise, stake a material re- duction in the tax on toba000 and fruit brandies, and will make a reduction of 20 per cent. on sugar. Salt, lumber and other rate materials will go on the free list. ' There will be a general revision and adjustment of the tariff schedule and the administrative features of the bill will bo practically that formerly advanc• ed by Mr. Hewitt. At every slop they have consulted expediency to a great ex- tent and have so managed as to gain strength in many directions. They have perfect confidence that they will be able to pass the bill almost as reported. An exooption may be made as to tate wool clause. They appear, however, to think that they will not have to make any change in the hill in this respect. Mr. Chandler's bill introduced in the Senate Monday, to regulate national eleotions, has reference only to elections of members of Congress. It grants to the Cirenit and Distriot Courts power by writs of mandamus and prohibition, wlnoh may be directed, when necessary, to any officer of a state, to compel an enforcement of the laws with reference to the election of Con. gressmen. and to prevent the issuance of any certificate of election where the elec- tion has boon eouduoted illegally, or the apparent result procured by fraud. Whenever the laws of the state require any person to appoint suitable persons to hold Congressional elections, and the persons so appointed cannot read nor write, or have at any aleotion, state or national, been guilty of any illegal prac- tioes, it is made tho duty of the court, on the stern petition of any person setting out these foots, to hear the ease, and if the allegations are found to bo true, to issue as prohibition to prevent the ap- pointment of the unsuitable person or persons.
