A MAN WITH A NAME.
Talking of the Governor General it
will interest your readers to peruse the
signature of this Excellency to the pro-
clamation enjoining members of Parlia-
ment to appear at Ottawa "to treat, do,
act, and conolude upon those things
which may, by the favor of God, be
ordained." In testimony whereof wit-

.in the ice. It is not generally known
that this wholesome bivalve forms an im.
portant part of our maritime fisheries
now so much diaonssed. There is an al-
most unlimited field for the cultivation
of this industry. Tho condition of things
in New Brunswick and Prince Edward
island is highly favorable for oyster
growth. Tho interior of Miramiohi Bay
is full of these mollnsks. Oyster are
also found along the shores of North-
umberland Strait, Shedino and other
bays. Prince Edward Island is known
to be almost eugirdied with oysters. The
bays of that beautiful salt water lake,
the Bras d' Or in Cape Breton, fatten the
oyster. Tho few oysters fotmd in Nova
Sootia are chiefly at Teddore Head. It
is not extraordinary, Nye are told by Mr.
Ingersoll, to find Canadian oysters Dight
to ten inches in length, Tho oyster that
is thin and watery incurs a well -merited
public contempt. In Prince Edward Is-
land they sell oysters at one dollar a
barrel. The Dominion haw forbids the
taking of oysters between May 1st and
September, but it is viewed like the pro.
bibited "raking" of oysters in winter, as
to which n Shodiac fisherman once said
pub icly: "My grandfather rake oysters,
my father be rake oysters when he want

MAIN FACILITIES.
Postmaster General MoLolan is being
assailed from both ends of the Dominion
at once. The withdrawal of the San
l rauoisco steamship subsidy is charged

between Victoria and San Francisco."

these returns which I will deal with later

SOME CITY MATTERS.

Huron County Council.
The County Council for 1888 was cal-
led to order by the Clerk at 4 p.m., on
Tuesday of last weelc, every member be.
ing present. Tho first business was the
election of a warden.
D. D. Wilson, of Seafortlt, was nomin-
ated by M. G. Cameron, of Godericb,
and Thomas II. Taylor, of East Wawa -
nosh.
Thomas 11. Key, of Usborife, was
nominated by Dr. hollies of Exeter, and
John Kaine, of liowiolc.
A ballot being taken resulted in 27
votes for Dir. Kay and 28 for Mr. Wilson,
when Mr. Kay was declared duly elected
and duly sworn in by His Honor Judga
Toms. The new Warden briefly thanked
the Council for the honor conferred upon
him and expressed the hope that he
would have tho sante rnrdial support from
the Council as his predecessote.

DEAR 8111 --We seat you soma state-
ments lately showing the position if the
feuds claimed by the county, realized
from the flues imposed for violations of
the Scott Ant, These statements showed
a balance of $1,370.00 to be payable to
the county after satisfaction of all the es-
timator by the License Commissioners of
all three ridings. The result arrived at
in these statements 114, we believe, ecrreot.
Since then we have had our coats of de-
fending the action brought againet the
county taxed, and the whole matter is
therefore ripe for immediate conclusion,
Tho county must be paid the $1,370,60;
wo must be paid $75, the amoant at
which our costs were taxed, and the
Lie°uec Commissioners of the tluoe rid-
ings must give receipts in fn11tothe coun-
ty for their several estimates, and the
matter is at an end. We understand
from• a letter shown us by )1i. Seager
from the Provincial Secretary's office,
that orders have been issued to give the
noeessary cheques, and we expect before
the present session is over to sec the end
of the mattes
The other matter of the Pollee Magis-
trate's salary, f005, dec., le not yet adjust-
ed, but it is, we think, so entirely distinct
nom the other questions—those between
the License Commiseioners and the coun-
ty—that wo see no occasion for keeping
both open till both are adjusted. We
have already advised that in our opinion
the appointment is a lawful one, the
county liable for the 'salary, and tho
Police Magistrate bound to aecount to the
county for his fees. This embraces the
whole legal aspect of the matter, so far
as we can the. What remains is mere
matter of account, requiring, we think,
no assistance from ne ae solicitors.

The following report of Mr. Anieley,
roadcommissioner, with 12 tandem for
building new bridges, was read and re-
ferred to Road and Bridge Committee.
COUNTY ENGINEER'S REPORT.
I have examined Bain's bridge, G. L
1t. Ashfield, and find it is more than 20
feet long, clear of water course, betty eon
the abutments; and the flour 18 feet
wide. The bridge is quite new and made
of good material. Owing to the great
amount of snow; and being a time of low
water, I cannot say for myself what the
bridge should be, but I learn from per -
eons living in that locality well acquaint-
ed with the stream and its source, that
the bridge is not any too large; some
think it should be longer than it is. Thor°
is no railing on it, but there should bo to
prevent accidents, and the approaches
require some fencing. The plans and
specifications, and contracts which were
to be made at this session, are ready for
your consideration.

ducing the estimates of the present year.
During the year there has been loaned
out on mortgages the sum of $33,450, and
since the 1st of January $4,000 more,
these mortgages I will lay before the
Finance Committee.

which granted an inoroase of $50, making
it $200 per annum.
Three tenders for the county printing,
Goderich Signal, Seaforth Sun and Exe-
ter Times, were ,n'eferrcd to Printing
Committee, and that of the Signal ao-
cepted, it being the lowest.
The Salaries Committee recommended
that the salary of the County !load Com-
missioner be increased $100, making it
$700 per annum, and that the salary of
the Higl1 Constable bo reduced $50 per
annum.

fore the Session of County Magistrates for

On motion of Messrs. Johnston and
Torrance, Messrs. Halls, of Goderich, and
Turnbull, of Clinton, were appointed on
the County Board of Examiners for the
current year.
The warden announced that he had ap-
pointed Richard Radcliffe, of Godericb,
as the other county auditor.
Moved by Dr. Rollins, seconded by Mr.
Bisset, that a memorial be presented to
the Ontario Legislature on behalf of this
council, asking that legislation be pro-
vided whereby the liability of any county
or pity iu which the Canada Temperance
Act is in force, for two-thirds of the esti-
mated expenditure of the boards of Li-
cense Commissioners, shall be done away
with; or else to providelegislation where-
by the details of such expenditure by such
boa ds of Commissioners be regularly
submitted to the council of any each
county or aicy for audit, approval or crit-
icism.—Carried.

Koine that in the acceptance of all ten-
ders by the County Read Commissioner
he shall have associated with him one or
more of the reeves nearesieto the work to
be done, and no tenders shall be opened
or accepted, nor contracts entered into
but in the presence and by the consent of
eueh associated reeve or reeves. Further,
that before payment of any person under
the supervision of the County Road Com-
missioner, be and the associated reeve
or reeves shall accept and sign the ac-
count, and all snob accounts shall tomo
before the Finance dr Road and Bridge
Committees for examination ; but when
such accounts, accepted and minter -
signed, are presented for payment, the
warden and elerk may authorize the
treasurer to pay a part or the whole of
said accounts previous to being examined
by such committees.—Carried.

We visited the jail and found every-
thing clean and in gond order. Nineteen
p,i*oners are confined therein 13 males,
and 13 females, Of the males, one is in-
sane, one for violation of the Scott Act,
one for being drunk and disorderly, one
for araetl, one for forgery. stud 8 are
vagrants. Of the females, 4 are inseam,
and 2 vagrants.
\\'e recommend : That no nation be
taken on the conunuuieation of C. A.
Humber regarding the heating of the
Court house by hot water system. That'
the jailer's application for clothing for
jail, also a new cocking stove, be granted.
That the Grand Jury room of the Court
House be fitted up for a Division Court
room, under the supervision of Judge
Tomo and tho County Clerk ; and that a
new stove be placed in the Petit Jury
room. Alto that a new carpet be placed
in the office of Judge Doyle, at a cost not
to exceed $20.

the Equalization Committee report at
this session upon what acreage in the re-
spective municipalities they intend to
base their report in June. Messrs. San-
ders and McPherson moved in amend-
ment that the equalization be left over

Manning that the Warden and Clerk
petition the Ontario Legislature on be-
half of this council, setting forth the in-
convenience frequently experienced by
the non -registration of the discharges of
mortgages by loan companies and other
lenders of money who are making loans
out of the proceeds of whioh prior mort-
gages are to be paid off, and asking that
the law be so amended an to provide that
a discharge of mortgage obtained for such
purpose shall neon demand be rogiatered
or given up to the person owning the
property affected, or for such other a-
mendments as will remedy this evil, and
that such petition be forwarded to the
Hon. A. Di Rose for presentation to the
Hoose.—Carried.
