Nome's Musical Journal for 1888 gives
every promise of a vast improvement
over previous years, if the January num-
ber is any oriterion, Eight more pages
of litoralurs have been permanently add-
ed, thus making it the largest and most
complete musical publication in existence.
Its neat typographical appearance cer-
tainly does the publishers and printers
much credit, while its table of contents
is of etch a varied and interesting char.
actor arc to be highly appreciated by every
musical person, and we are all musical to
a certain degree. The musical numbers
in the January number are very brilliant
and are alone worth more than a year's
subscription. They aro "Maiden's
vows," a beautiful song by Anton Strel-
ezki ; "A Maiden's Song," instrumental,
by ;f. Rheinbeuer ; "Eagle Sobottishe,"
by Paul Henkel ; and ...May Time," a

the tariff debate is got up in toe J1oo.o
early tho domoorats will get their op,
laments at a greater dieltemeetago than
they would if they were given more time,
and therefore it is the purpose of the
ways and means committee to get ready
for the fight as soon as possible. Their
chances for getting a bill through depend
meth upon promptness. The reason the
resolution referring the President's mes-
sage to the ways and menus t ammate°
passed through the House without p,0-
vokiug the expected d,soussioe of the
message, was that the Republicans were
not prepared to enter into such a discus-
sion. It is belevod by the loaders )bat
they will be able before long to agree
upon a line of polioy which will enable
them to meet the Domucrats with almost
an unbroken front. As yet, however,
they have aoeomplished no such agree-
ment. A bill introduced in the Howe
last week by Representative Bliss, of
New York, to dispose of the surplus in
the Treasury of the 'United Status and
to prevent the ae0umulation thereof,
provides that whenever and as often ,ts
there shall bo an accumulation in the
Treasury of the United States a sum ex-
ceeding the sum of 810,000,000 over the
sum necessary to pay tato regular and
contingent expenses or the Government,
tee Secretaryof the Treasury shall im-
mediaty repot the fact and the exact
amoeut of the surplus to tho President.
Within thirty days after the receipt of
the report the President shall cause the
Secretary of the Treasury to advertise in
two or more newspapers in each city of
the United State containing a popwa.

number and character of bonds required
to be purchased, and shall invite sealed

President may direct, 'Within ton dsy9
from the close of the thirty -days adver-
tisement for proposals the Secretary of
the Treasury and Controller of the Our.
reuey and Treasurer of the United States
shall proceed to opeu and declare public-
ly all of the bids received, with the
names of the bidders, the amount of
bonds offe,ed and pride, and they shall
then apjudieate the parches° to the per-
son or persoue who have offered bonds at
thelowest rate ; provided, however, that
the President of the United States shall
have a right to reject proposals, if in his
opinion their aceeptanee will be disad-
vantageous to 111e Government, It is
understood that there will be a strong ef-
fort made in the House to dispense with
the rule which seta aside Friday evening
session. for the private pousiol bills.
At these night sessions but few members
are present, and the bills passed then cid
not, by any means, receive the .onside e-
au; of a (p000m of the House. The re-
sult of this inoousiole)1)10 paeeage of bills
by a few numbers was what led to the
veto of so many private pension bills by
the President. There will probably be
members who will attend these sessions
and insist upon the pre59Oce of a 1100ruln.
In that °vont it would most likely be as
it was in the latter part of last session,
