FRIDAY, DEC. 2, 1892,
The final settlement of the Manitoba
school question has been postponed for at
least a year and the politicans will heave
a sigh of relief.
Tan only Dominion election petitions
yet to be tried are those against Hon. 5,
C. Patterson, of 'West Huron, and W.
11. Bennett, of East Simaoe. Both are
Conservatives.
I•r was reported in Ottawa on Satur-
day that Lord Stanley had asked to be
recalled. His term expires in May. itis
successor will be Lord Abrdeen,ex-Vice.
Foy of Ireland.
Stn Jon; ABBOTT has tendered his reeig•
nation as Premier of the Dominion of
Canada and Lord Stauloy has asked Sir
John Thompson, who has virtually been
the leader since the deoease of Sir John
A. Macdonald, to form a government.
It is stated that Mr. Chapleau will drop
out of the :cabinet and become Lieut.•
Governor of Quebec.
THE Interoolouial Railway has always
been a minus gnantity in Canadian
revenue tables. Its construction was
necessary on national grounds, but it has
never paid. It has, perhaps, yielded a
return in other ways than in dollars, but
if it can be made to go on yielding that
return and yet cease to be a bill of ex-
pense to this country, and besides this
be the means of securing no fast Atlantic
services, what sense is there in retaining
it 7
IT is stated that though the Dominion
Government is to be enlarged to the ex-
tent of two additional Ministers, by the
earryiug out of an act passed several
years ago, W. R. Meredith's promised
translation to Ottawa is not to take
place. A few weeks ago, the organs were
asserting that he must go to Ottawa and
sot as a balance to Sir John Thompson ;
now, he is told that he is not wanted,
and that the offices must go to some of
Sir John Thonmpson's particular friends
in the Dolninioa Hoose.—'London Ad-
vertiser.
A IMPORT just issued by the Bureau of
Industries shows that the total sum
standing out in loans due to the 71 loan
companies doing busine-s in Ontario is
9101,305,000, an increase of a little over
90,000,000 as compared with last year
and over 815,00 ),000 es compared with
1887. In the same report it is stated that
there were chattel mortgages registered
in Ontario to the amount of 97,491,000 in
1880 ; 98,078,000 in 1890 ; and 99,504,-
000 in 1891. The proportion of these
chattel mortgages given by farmers is
placed at $2,017,000, 93,989,000 and 98,•
097,000 in each of the three years.
WE have on several occasions drawn
the attention of the public to the large
amounts of Canadian money that are
being employed in the United States. A
good deal of comment on this subject has
been the result. Many people think that
our backs, having such privileges as are
acom'ded them by the government, are
aegleoting• Oenadiau commerce in thus
using their surplus funds abroad, while
others look upon it as injudicious and
other again as unpatriotic. Neverthe-
less, the soundness of the position from
a banker's standpoint cannot be ignored,
The question of bank reserves, that is
ready cash to meet unexpected demands,
has fur decades baffled writers on f tsanoe
and the bankers of the Dominion have
often been aaaused for keeping such a
limited quantity of actoal cash on hand.
With regard, then, to this money in the
States, it is nothing but a reserve fund
of our banks whish is available at all
times. The great bulk of the $22,79.9,•
490 (as per Octobs'r statement) of Cana.
ditto money used in the United States is
on call, and can bo had almost immedi-
ately. It is lent on stooks, grain, etc., on
ample margin, and when placed by ex-
periennod bankers there is comparatively
little risk at stake, and the money can be
had when wanted, Ll fact the amount
invests l this w.,y is nearly ono -half of
the total immediately available assets of
one banks. In cases of emergency it
would be e better asset (that is more
readily obtainable) than if the amount
was invested in some of our Government
eteuritien. The latter wont%l be effected
adversely say by a Canadian financial
panie, and consequently could not be
sold to advantage, while as it 18 011 call
in the States, it would not bo necessary
that the holder should be forood to eel'
the security given as oollateral, bat
merely to transfer theicem.•– Mews.

Tono;To real eatate boomsters are
hauling some of the newspapers over the
orals for giving away the feet that the
bottom has fallen out of the boom. E.
E. Sheppard,of Saturday Night, was one
of the editors referred to. He does not
deny the soft impeachment but says no
wild oat speculations, outside of Winnh.
peg boom, ever was known in Canada to
compare with Toronto in the past and
millions of dollars were squandered in
real estate. There are 'hundreds of
vacant houses in the city and scores of
families are seeking homes elsewhere.
The newspapers only did their duty to
the public when they showed the true
inwardness of the business.
