of Refuge gneetion is brought forward
and raising the bugbear of '•enormuue
expense" behead the motion, with the
regularity of cloak work, Wellington
County Councillors are built on another
plan and have now arranged to erect, at
an expeoee of $5,000, an hospital in eon-
nection with their Rouse of Industry so
as to better carry on their benevolent
work.
We believe the Council octad wisely in
combining a number of Municipal offices
and placing their performance ial the
bands of one man. It now rests with
them to see that the various Matte., as
wi 1 be outlined by the By law, are per.
formed properly and punctually. The
ringing of the town bell at 7 a. m., 12 o'-
clock, noon, and at 1 and 6 p. m. should
not be omitted. If the beli has not as
