P. R. Construction work was in pro- gress during the year on six new lines, and 138,25 miles were completed aid opened for traffic. THE 1IN.41CISe. The estimated expenditure for the year 1880, according to the statement submit- ted, is 33,483,305.00, an increase of over 381,000 over the estimates of last year. The statement is trade up as follows : Current oxtenditure, 93,147,300.78 ; on capital account, 0312,084 ; other purpos- es, 320,523.12. The surplus of immediately available assets of the Province, as shown by the Treasurer's statomeut, is still 5.3,078,000. There are no intmediele liabilities. The railway aid obligations amount to 52,700,- 000, but they aro spread over a period of forty yeors, while the Province has al. most unlimited resources in lands, timber generously for weak schools it is proposed and other saleable properties, such as the ' 1i the new Bill to collect by a uniform old Parliament grounds, the unused rate over the whole conuty the sum of asylum properties, and other valuable CIOfor each rural school In the county. assets, none of which are included in the This is in lien of the county grant. It is also pro• foreign to the policy of the department hitherto. Mr. Ross proposes to establish a Committee or Council of Education, composed of twelve members, into whose hands the matter of departmental exam- inations will be intrusted in future. The functions of this body will be adminis- trative, and the executive will be con• ducted by the department as hitherto, and the department alone will be respon- sible The committee will be composed of four members appointed by the de- partment, four by the Senate of Toronto 'University, and four by the Teachers' As- sociation. IMNICIDAI, AND ASSESSMENT SCEO00 taw: AMENDMENTS. Tlhe Bill intl'odueed by the Minister of Education consolidating and amending the Pnblie School Aot contains two of three new clauses worthy of notice, The provisions of the law, whereby Boards of Public and High Soliool Trustees aro prevented from uniting for the joint ad. ministration of the educational affairs of the city, town or incorporated village, are abolished and School Boards are et lib. arty to form such a union if they so de- sire. It is also proposed that Boards of Public Sobool Trustees in rural districts should bold quarterly meetings on the first Wednesday of the quarter at the school house over which they have juris• diction. In meeting at the schoolhouse they will be in a position to observe what repairs or improvements are. n00eesary, and by meeting quarterly there is less clanger of the interests of the sobool being overlooked. There to little to be coin- plained of in the administration of rural schools, but ibis said that more frequent meetings of the trustees would soonre all needed improvements without any further pressure from the Department. The most important change, however, is in the moans proposed for the main- tenance of retitle Schools. As the law now stands Public, Schools are main. Mined by a Government grant, a county grant, an assessment over the whole town- ship of 5100 for each school in the town- ship and an assessment upon the section concerned for such additional sums as may be necessary for school purposes. It is with regard to the county grout that a change is proposed. Originally it was in- tended, under Dr. Ryerson's legislation that elks sum should be levied by uniform rate over the county. Ae a matter of feet -however, each township is taxed by the county for the grant which it re- ceives through the County Treasurer, so that what was intended as a county grant is a township grant. To remedy this condition of things and to provide more only will there be a slight gain to each school in this way, but the whole county will then be contributing in proportion to its wealth for the maintenance of all Dr. McKay's Bill to amend the Muni- cipal Act is designed to enmble township municipalities to hold their nominations for Reeve, Deputy Reeve and councillors at 1 o'clock in the afternoon, if the coon. oil shall by by-law so direct. Dr McKay (Oxford) has introduced a bill providing that companies loaning money on real estate shall obtain an an- nual license from the Ontario Treasurer, to be granted and received annually on the company showingwthe returns regmr- ed by law have beau made nl d upon the payment of an annual fee of 650. The Lieutenant -Governor in ftouucil is ern - powered to appoint an inspector of build- ing societies and loan companies, who is to visit every licensed corporation annu- ally and report thereon to the Govern- ment.
