the Provincial authorities, who will have

the Catholic schools, Separate School
districts may be created on the petition
of ten heads of families, who are Gotha -

tain amount of financial support to the
school each year. 'Where a municipality
fails to organize a Catbolic 'school die-
trict the power will devolve on the Board
of Education, In the event of the Muni:

Dr. Bourinot, the highest constitution-
al authority in Canada, states that if
Parliament expired by the effiuxiou of
time, the Government would be compel-
led to take immediate steps for the gener-
alelections. It would not as some sup-
posed, do for the Government to cling to
power. Dr. Bourinot says that the only
interval that would elapse between the
expiry of the :time of this Parliament
and the electing of another would be such
time as would be necessary to make the
writs returnable.

The Mail -Empire pnblished a despatch
stating that he answered that he regard-
ed it as entirely satisfactory. On being
interviewed in regard to the matter, His
Grace stated that all he told them was
that "inprinmple he was nob opposed to
it," but he distinctly avoided expressing
his approval of the coercion policy of the
Dominion Government
The chief features of Mr. Foster's finan-
cial statement were that the net debt of
the Dominion on the 30th of June, 1805,
was 2253,074 927 that in the two last
financial years expenditure exceeded the
income 25,364,000; that the expenditure
in 1804-95 has been 238,182,000, being
the greatest in the history of the country,
and more than half a million in excess of
the preceeding year, and as the revenue
only totalled $34,000,000, there was conse-
quently a deficit of $4,000,000 ; that there
has been a decrease in revenue of 02,306,-
568, a decrease in imports of 27,841,472,
and a decrease in exports of $8,886,146.
As to the future Mr. Foster could hold
out no hope that the steady growth of the
debt would. cease. Without doubt the
most serious part of the financial situ-
Miouis found in the enormous national
debt. The total is $318,000,000. Even
the net indebtedness of $253,000,000 is
an increase of 87,000,000 over last year.
The interest alone on this indebtedness
absorbs, as above stated, ten and one half
millions annually ; and, if we add sink-
ing fund and cost of management, we
have, 82,165,000 more. Here is a total
of nearly twelve and three-quarter mil-
lion dollars a year, or considerably over
one-third of our grossincome, for debt
charges. This is a serious condition of
affairs.
