In regard to petition' from county of
Carleton. asking fillet the Local Lenient.

tions instead of the municipalities, the
committee reported in favor of the same,
Recommended that the jurisdiction of
Division Courts be extended, as suggested
by the OountyCouncil of Greys. In re-
gard to the memorial front ant, con-
cerning the killing of sheets by dogs, re•
commended that no notion be taken.
Recommended that the parliament be
petitioned against the importation of
pauper children to this country. `Recom-
mended that parliament be petitioned to
pass a law having, all actions arising from
accidents on the streets and highways of
municipalities to be settled by a court of
arbitration from which there shall be no
appeal ; also that the law be amended so
that all actions be tried in the county
where the case occurs. With reference to
the proposition that the Legislature' be
petitioned to amend the representation so
that reeves only shall form the county
council, recommended that no action be
taken. In reference to the proposed in-
crease of the Peddlers and Hawkers Li-
cense from 920 to 9100, the oommittae
recommend that no action be taken, as
it is the opinion of Mr. Garrow that no
discrimination can be macre between resi-
dent and non-resident hawkers and ped -

ale.

The treasurer's statement showed that
the expenditure in almost all the county
accounts was somewhat less then the
estimates. The total debenture debt,
£54,000 sterling, Is payable in London,
England, on the 1st of August next. At
the present rate of exchange it would take
9264,000 to purchase a draft for that
amount •
but exchange rates fluctuate to
such an
extent nextul

draft might not cost more than $262,000.
To nleet these debentures there Was at
the close of the year $203,000, which will
be increased by 95,000 by 1st July next,
leaving from 864.000 to 957,000 to be pro-
vided. The H. of R. has cosi $17,885.14
the government grant of 94,000 has been
applied for, and will no doubt be granted,
and the balance will have to be raised by
the issue of debentures, and the govern-
ment wili be asked to grant power to the
county to issue' debentures to the extent
of 9100,000 for 20 years ab four per cent.
The Registrar's return of fees for the
year 1895 is a little complicated, owing to
his death. The county has received;
9921.20, and some $300 has also been paid
to the provincial treasury. The treasur-
er is of the opinion that tale latter sum,
and also about 9375 more should be paid
as the county's share under the statutes.

9900, for Turner's bridge, be accepted.

mary.: New school houses were erected
in Brussels, in No. 7, Grey; and No. 6,
Tuckersmitb; No, 4, Grey, was enlarged ;
No. 11, Morris, and No. 5, Mullett, were
mush improved, end others spent from
$30 to $90 in improvements. The erec-
tion of two now schoolhouses this year
will leave the buildings in this inspector-
ate in a satisfactory condition. At the
Entrance and Public School Leaving
exams 474 wrote and 819 passed ; of tho
latter only 60 obtained Entrance stand-
ing. The total school expenditure for the
year was 957,878 -being 910,000 more
than in 1894 ; for teachers' salaries, 943,-
238 ; average salary 9852, being slightly
lower then any other year since 1890 ;
pupils enrolled, 7889, with an average of
4412. 37 changes of teachers took place
during the year, of these the 8th -class
certificate of 14 expired ; 15. voluntarily
left the profession, 3 on account ofhealth.
But ten of the t:hildron in rural schools
wear spectacles ; all but two of the
schools in the inspectorate have foot ball
clubs. About 71 per cent. of the pupils
bring lunahens to school, showing that
they live at a considerable distance from
the school. Of the 80 rural schools' in
the inspeotorate 43 have paid caretakers.

The total receipts in this inspectorate
during the year 1805 were $05,888;89 ;
expenditure, $54,329.24. No. of pupils
enrolled, 7,624 ; average attendance,
4,481. There are 93 rural school sections
in this inspectorate with 57 male and 52
female touchers, whose average age is 24}
years, G. Baird, Stanley, has bosh
85 years continuously 10 his present po-

In addition to the teachers mentioned

The annual meeting of the North
Huron County Orange Lodge was held in
Wingham last Tuesday and was largely
attended, about 200 Orangemen repro -
senting the 35 Lodges in the County.

and the reports and other matters of in-
terest were freely and fully discussed.

held its Annual Meeting. on Monday
evening last, when the various depart-
meuts of its work for 1895 were passed
under review, We give the following
items from the printed report Famil•
lea, 200 ; members, 424 ; receipts for all
purposes, 92507.09, of whitk9583.76 were
for missionary purposes. The balance in
the treasury after meeting all the ordin•
ary expenses and paving 9100 on the
sheds, was 827.20. The new Board of

Kenzie Scott and John Grower went to
Goderiob this week. The former will

ory and the latter will take up barbering.
Word has been received that the wife
of Bev. Mr, Andrews, Methodist minister,
formerly of Kincardine, had died sudden-
ly at her home in Minnedosa, Manitoba.
Miss Sarvie, of Listowel, was visiting
the Misses Moore last week. She sang
that beautiful solo, "Not a sparrow fail-
eth," last Sabbath evening in the Metho.

J. D.Roneld left Brussels on Tuesday

The Liberals advocate taxation for the
purposes of government; nota dollar for
the combines. The Conservatives boast
that theirs is a protective policy-whioll

The general notion at Ottawa seems to
be that Sir Charles Tapper will crowd
Sir Mackenzie Bowel; out of the Premier•

High Commissioner or enter the Oabineb

The first Liberal oauous of the session

was that of remedial legislation, when
the party unanimously adopted the pol-
ies, of Mr. Laurier, The meeting lasted
for over an hour, and after it was over
Mc. Sutherland, Ibe Liberal whip, said
the utmost unanimity prevailed on the
issues before the Douse and the country.
He said very encouraging reports were
