Whereas, the majority in numb** of the resident and non-reaidenb owners (ex

in the said Township of MoRiliop, also the Town Line or highway between the Town.

And whereas, thereupon, the said Council of theTnwnship of MoKillop pproodred
an examination to be made by Tame* A, Bell, 0. 16., being a personoompeteut for
su*h purpose, of the area propo*edto be drained, and the means suggested for the
drainage thereof, and of other lands and roads liable to assessment under the pro.
vieione of "The Drainage Act, 1894," and also procured plane, epeolflcations'and ou-
timates of the said proposed drainage work to be made by the said James A. Bell,
and an aesesement to be made by him of the lands and roads to be benefitted by stub,
drainage work and of other lands and roads liable for bontribntion thereto, stating as
nearly as he oould the proportion ofbenefit and outlet liability (there appearing to.
be no injuring liability( which in his opinion would be derived or incurred in oonee-
quonoe of such drainage work by every road and lot or portion of lot, the said mese-

Guv084*.n s, -Acting under the inetrnetions received from your Clerk in August
Iast, I beg to report that I have made a survey for a drain in the North East part of
your township, with a view of affording an outlet to, and benefitting the swamp lands
in that locality. After examining the territory to be benetitted, I have located a
drain oommenoing on the North side of the road allowance, between the 12th and
13th concessions, and at the limit between lots Nos 1 and 2. It thence rune North-
erly along the limit between said lots Nos. 1 and 2, to the South side of the road al•
lowance, between the 18th and 14th concessions, and thence Westerly along the
Southerly aide of said road allowance to the easterly side of road allowance, between
lots Nos. 5 and 6, and thence Northerly along the Easterly side of the road allowance
between said lots Nos. 5 and 6 to the boundary between the Townships of MoKillop
and Grey, and thence continuing on the same coarse into lot No. 22, in the 18th can -
cession of the Township of Grey a distance of 500 feet, thence North-westerly, to the
bead waters of Beauchamp Creek, 'and thence following the Beauchamp Creek to the.
road allowance between the 17th and 18th ooneeseione of the Township of Grey where
it intersects the junction of what is known as No. 2 Government Drain and Beau-
champ Creek. The total length of the proposed drain is 20,020 feet. The location
of the drain along this route will materially benefit the lands and roads adjoining it,
and will serve as an outlet for the construction of lateral drains, so that the whole of
the swamp lands East of lot No. 8 can be effeotively drained into it and rendered fit
for cultivation. I find the swamp land in this locality very level, with a slight in-
clination towards the Beauchamp Creek, the inclination being greater in the 14th
concession, and in order to give the drain as much depth as possible in the 18th con-
cession and serve as an outlet for the swamp lands in the 12th oonoession, i6 is noes.
eery to construct the drain through the 14th concession, deeper than would be nooes-
sary for lands in that concession alone, but as the swamp lands in this locality are
covered with a growth of most/ and vegetable deposits, wbioh will burn off, a deep
drain is very desirable. I have specified that the drain be constructed in the outside
limit of the road allowance so that it will interfere as little as possible with the tra•
veiling publie. I have provided and included in my estimates the clearing np of the
road allowance along the drain, the grubbing of the centre of the road 16 feet wide,
and the grading of the earth thereon. I have also provided for the construction of
bridges for the use of the owners of the lots adjoining the drain. The accompanying
plans show the location of the drain and the lands effeoted thereby, and the profiles
show the size, depth, inclination, eta., of the proposed work.
My estimate of the cost of the work in the Township of Grey, is as follows

That portion of the drain within bbe limits of the Township of Grey is to be kept
in repair and maintained by the Municipality of Grey, by assessments on the ]ands
and roads in the Townships of Grey and Mollillop, and in proportion to the assess•
menta above, leaving oat all aseessments for benefit.
That portion of the drain within the !Matte of the Township of Moiiiliop is to be
kept in repair and maintained by.the Municipality of the 'Township of McRiliop, by
assessments on the iambi and roads in said Township of McKillop, and in proportion
to the above assessments in said township, leaving out all asoeestnente for benefit.
All of which is reepeotfully submitted.

And, whereas, the said Cannot' of the Township of Moliillop, after the receipt of
the said Report and upon oonsideration thereof, derided that the drainage of the' said
area desoribed in the said report was desirable and thereupon byBy:lnwprovisionally
adopted on the 26th day of March, 1895, adopted the said report, plans, *peoiiioations,
aseessnents and eatimate* and declared and provisionally emoted that the drainage
work as therein indicated and set forth should be made and constructed in accordance
therewith and authorized the borrowing by the said Municipality of the Township of
McKillop of the money required to be contributed by the said'Towneblp for the said
work and by the said Bylaw duly assessed the said lands and roads to be benefitted
in the said Township of McKillop in acoordanee with the said report
And, whereas, the said Bylaw being By.law Number 32 of the said Township of
Mo.'Billop has since been finally passed. •
And, whereas, pursuant to the provisions of the said "The Drainage Act, 1894,"
the Connell of the said Township of MoKillop duly served the heave of the said
Township of Grey with a copy of the said report, plans, specifications, assessments
Beane and estimates and the sae were not appealed against and are now binding Qn- the
said the Municipality of the Township of Grey, and the said last named Municipality
is now required to raise the said sum of 3244.00 being the proportion to ba contributed
by the said last named Munioipality for the said drainage work, and 30 pay aver the
same to the Treasurer of the said the Municipality of the Township of McKillop for
the purposee aforesaid.
Therefore, the said Mnnicipal Connell of the said Township of Grey, pursuant
to the provisions of the said "The Drainage Aob, 1894,"enacts as follows :-
let. The Reeve of the said Township of Grey may borrow on the credit of the
Corporation of the said the Township of Grey, the sura of 6241.00, being said Mun-
ioipali6y's proportion of the funds neoessary for the said work, and may issue deben-
tures of the Corporation to that amount in sums of not less than 660.00 each and
payable within twenty years frau the date thereof, with interest atthe rate of four
per centum per annum, that is to say, the said interest at the rate aforesaid to be
payable anoonllyon the first day of January in each and every year during the cur-
rency of the said debentures„ such debentures to be payable et the Standard Bank,
Brussels, Ont., and to have coupons attached to them for the payment of interest,
and upon receipt of the said sum of 6244,00 the same shall beat once paid over to the
Treasurer of the said the Township of MoKillop for the purpose aforesaid.
2nd. For paying the sum of 6140.00, the amount charged against the said lands
in the said Township of Grey for benefit,and the sum of 627,80, the amount charged
against the said laude for outlet liability, apart from lands and roads belonging to or
controlled by the Municipality (there being no injuring liability), and for covering
interest thereon for twenty years at the rate of four par centum per annum, the fol-
lowing total epeoial rates over and above all other rates shall be assessed, 'levied and
oolleoted (in the same manner and at the same time as other taxes are levied and
collected) upon and, from the undermentioned lots and parts of lots and the amount
of the said total !Teufel rate and interest against each lot or part of fol respectively
shall be divided into twenty equal parte, and one such part shall be assessed, levied
and collected as aforesaid in each year for twenty years after the final passing 3f
this By-law during wbioh the said debenburee have to run.

3rd. For paying the sum of 576.20, the amount assessed against the said roads of
the Municipality of the Township of Grey and for covering interest thereon for
twenty years at the rate of four per centum per annum, a special rata on the dollar
sofkment to produce the required yearly amount therefor shall over and above; all
other rales be levied and.00lleoted (in the same manner and at the same time as taxes
are levied and collected) upon and from the whole rateable property in the said
Townehip of Grey in each year for twenty years after the final passing of this By-law
during which the said debentures have toren.
4th. This By-law shall be published once in every week for four sacoessive weeks
In Tan BRUSSELS POST newspaper, published at the village of Brussels, in the County
of Huron, an adjoining Municipality, and shall come' into 'force cpon and after the
final passing thereof,
