took as his morning text, Pe. 90:12, and
enjoined 'upon his hearers the duty of

there appears a fetter giving a few a0•
called "facts" to the electors, under the
coward- cognomen of "Ratepayer., er.' If,'Bruesele

because his so-called facts are only half
the truth, and he imagines he can cover

in saying that, for as a matter of fact
during the early part of the year the
school was so. overcrowded that the
teachers aid not know what to do with

reported to the Board that something
must be done t0 relieve the over -crow
rooms and advised the opening of the
fifth room," and on hie advice, and our
own knowledge that the rooms were over-
crowded we reluctantly:moved that the
fifth rodm should be opened. This would
not suit the purpose of this "poor heavily
burdened Ratepayer," whose only interest
in the school ,s the amount of taxes
he pays—so the best interests of the
school had to be sacrificed. He claims
that one of the means of relieving the
school is to "discharge the foreign'
pupils." I would like to know how that
reheves any of the roome except the,
Principals ? His next great remedy 35 to
dispense with , optional subjects. • In
other words as soon as the scholarhas
Passed his entrance examination he is to
be compelled to go to the High school to
obtain his .certificate. Now, Sir, how
many of the residents of the village could
afford to send their children away to
High school ? I am afraid not yell'
many. My reading of the Ontario Edu-
rational Aot iS that It 3s intended to give
the very poorest child in the community
a chance to reach the very top of the
ladder, if it bas the ability, but our poor
over burdened "Ratepayer" doesn't bake
that view, he would practically condemn
all poor children to remain poor to the
end of the Chapter. He evidently does
not relish the idea of "these common
folks" getting on a footing with the
"aristocracy." As to his personal at-
tack on Dr.-*Mclielvey and Mr- Smith I
leave it to the judgment of the citizens au
to his good taste and I have no doubt
