Garrow appeals hie case which it is said he will do. How. Taos. GRane wax will hand over the reins of Government in the Province of Manitoba on the lath of January to Lieut,.Governor Patterson who will transfer the job of forming a new ministry to Hugh John McDonald. Mr. Green- way has been in office for the poet 12 years and has proven himself to be an able adminietrator of poblio affairs. All the members of the new Cabinet in seek• ing re-election will bebotly contested it is said. Tme is the season of the year for form• ing good resolutions, swearing off, 3o. How would it be if everybody in the Dominion of Canada would set out on a debt paying, Golden rule praotisieg, church going program ? what would be the result if every parent woke up to the moral, intelleotnal and religioue better- ment of their ohildren ? 1000, the closing year of the old century, ebonld and no doubt will be oharaaterized by many ad- vanoe-steps but the carrying out of these will largely devolve upon the home. If every one of us would settle upon the new ground we intend to cultivate and then go to work faithfully at it tbie old world oonld be brightened up a great dead in the 305 days that will ensue before the dawn of the new century. n y The bugle note is eounding for the advance 1 Let us be true soldiers. Ix is stated that it will require 5250,. 000,000 to carryon Britian's war in South Africa. The casualties number about 8,000 and the oonfliot is really only enter. ed upon. Lord Roberta and Lord Kitch. ener are on their way to Africa and additional troops are being hurried to the scene of action. Ladysmith, Kimberly and Mateking hold oat in the same style as that of tbe past months. The Boers are very strongly entrenched at Coleneo and the Modder river and will not be easily moved from their well fortified positions. Big battles are expected shortly at both these points. It is mom oured that Britain will put a stop to supplies going into the Transvaal via Delagoa Bay. Gen. White keeps up his attacks on the besiegers at Ladysmith although fever is reported prevalent amongst the besieged. The fitting out of new oontingente goes on apace and the biggest army in Britain's history will be marshalled in Africa and ultimately march into Pretoria, the Transvaal capi. tol. Canada will be there too, Therm has been quite an awakening i0 Brueeele and locality along Temperance lines during the past few weeks and a goodly number of young people have pledged themselves to abstain from indnl• genoe in strong drink. But there is room for a stronger push than has yet been made as not a few instances are on record of youths yielding to temptation. If boys pees their 21st birthday without an acquaintanoe with either liquor or tobaaoo the chances are they will never be a slave to either and this should be the aim of every parent to aid in seeing that their children are guarded until they attain their majority. The law relative to minors being given iutoxioatiug drink is clear and should be rigorously enforced and every father should make himself a oommittee of one to see that his sons are not entrapped. No more effective way can be adopted than by the foroe of example. "Do as I do" is a much better fruit bearer than "Do ae I say." We understand a liet of names of young men, under 21 years, who frequent hotels, le under preparation with the intention of enforoiog a olaaee in the Aat relative to loitering about the bar or rooms of ahotel and the penalty falls on both the'frequen. tors and the proprietors. Prohibition need nob be looked for until the machinery on the Statute book ie put into throe. Many of these prohibitory notions were urgently pressed on Parliament by tem- perance people and are then allowed to lie like a dead letter instead of being put to practical use. North Grey Conservatives have nomin- ated Charles Gordon, Warden of the county, for the Commons, and G. M, Boyd, M. P. P., for the Legielative Ass. embly. Thursday, Deo, 7th, the Provincial eleatione were held in Manitoba and to all appearanoee the Greenway Government was defeated, the score now standing 17 to 22 in favor of Hugh John Maodonald, and 1 Independent. Eleotione took plane later at Danpbin and Gimif where a Liberal and Conservative were chosen and recounts are demanded in Boeefeldt, Saskatchewan, Sonrie and Brandon by the Liberals, ae the oombined majorities of these four conetitneoaiea only reaoh 43. Mr. Greenway will await these results before resigning the Premierebip. IIs bad an unpreoedeoted banking in the last Houde, there being only 4 Opposition members. The grand jury returned bills in the Queen vs. Eleanor Burns and the Queen vs. Lorenzo D. Martin. There were no 01,11 oases. The first case was an appeal by Victor Elliott and Thomas Elliott, of Goderioh township, against the conviotion of police magistrate Seager, fining them for die- tarbing choir practice at Bethel church, on the 4th concession of Goderich town• ship. W. Prou"foot was counsel for appellants and P. Holt, Q. C., for the respondents. The trial was attended by a large number of the residents of Goderioh township where the appellants are wall known. J. Crown Attorney Lewis prose. anted ; Philip Holt, Q. 0., for defendant. The jury brought in a verdict of not guilty. The grand jury made the following presentment PaEaaNT]EEN'r 01' GRAND JURY. To His Honor Judge Mnsson :— The grand jurors of our Sovereign Lady the Queen on their oath preeens, that in the performance of their duty they inspected the county gaol and found that the courteous gaoler, Mr. Griffin, has to all appearances faithfully dis- charged his duty in keeping the gaol Olean and in oaring for those committed to his charge. We found inoaroerated in the gaol at present thirteen prisonere in all, no lees than ten of them being commit• ted for vagrancy, two for larceny, and one insane person awaiting the taking of the neaeesary steps for her removal to the asylum. The county goal was constructed in the early forties, and consequently is now more or lees antiquated, and its appoint- ments and etruataral arrangements have not kept pare with the progress around ne, and by way of contrast we may be permitted to mention the house of indue• try at Clinton, tbe architectural design and modern oonetrootion of which refieot almost as mach credit on the people of this county as the humanity of its con caption. Io this connection we respect. folly sugeostthat the proper anthoritiee should at the earliest convenience erect a residence for the governor of the gaol suitable to his position, and keeping all sanitary arrangements in view. In the disabuse of another duty we visited the bongo of industry at Clinton, and we are pained to say that we did eo at oar own expense, ne the large, prosper• ous and wealthy 001150y of Huron has made no arrangements for defraying these expenses. We treat this regrettable ad• mission will not have to be made by another grand jury, as we hope the proper authoritiea will at onoe do their duty in this reaped and time save a time- honored institution from nuking earth a humiliating statement. We were pleased to find this inetit0tion apparently under excellent management, and the inmates satisfied with their treatment and many oomtorte. Mr. and Mrs. Frenab appeared to be eminently fitted for the discharge of their onerous dative.
