It wan DOA deemed desirable to put a oaodidate in the field at present. IT may be a matter of surprise to both smokers and non-esere of the weed to know that the 'smoking habit ie on the increase in this Dominion. In the past year the returns 'thaws that 128,000 902 cigars were consumed, an incresee over the previous year of nearly 10,000,000, or about 25 cigars for every inhabitant. What this foots up to in cold cash we are not prepared to state, but the foreign toba000 leaf imported paid an inland revenue tax of 01,065,656. In 1887 726,018 pounds of toba000 were consumed, whioh has increased to 2,186,. 426, showing that young Canada le acquiring the habit with eneetneea and diepateh." There is perhaps nothing that hex a more demoralizing in0uenoe upon the youth of this and other lends than the oigarette orate, and in many oaeee kids, hardly rid of their petticoats, are seen puffing the weed. Who is re- sponsible for this coodirion of affairs 7 \Ve locate the reeponeihrlity on the home. Tana appears to be oousiderable doobt in the minds of many ea to the law re- specting the supplying of intoxioatiug liquors to mino,e so we publish the Soo. tion of the Aat relating to it, Obap. 245, Sea. 78, which says :— "Any lioeneed person who allows to be supplied in his premises, by purobaee or oarsmen, any desoription of liquor whatever, to any person of either sex, apparently or to the knowledge of the lioeneed person or of the person supply ing each liquor, under the age of twenty. one yenta, obeli, as well as the person who actually eine or suppliee the liquor, be liobla to a penalty of not lees than 510 and not exceeding 060, besides emote, for every such offence. Thal subsection 'shall not apply where suoh liquor is sup- plied to a person under twenty 006 years of age upon the written order of his parent, guardian or master." It will be observed that it de not neon. eery to sell the liquor to violate the law and the person giving the liquor is liable as well as the license bolder. Then there is a Section of the Act that deals with minors loitering in or about hotels that people would do well to knows ane. thing about. It reade this way: -- "Any licensed person who, without proper canes, suffers or permits any per - eon of either sex, apparently or to the knowledge 01 such licensed person under the age of twentyone years, unworn - padded by his or her parent or guardian, and nob beinga reeident on the premises of suoh licensed person or a bona fide lc lodger or boarder, without good or atria. tot eient reason, to linger or loiter in or . see til ab me eat uta tem of to Gu obs the o0n Ni bur Sin had R. esl tt will but bail ed t Mo bee wi con tiro He hie lost 0. P side Cam Gan od lievi the pate now If t Goo coal wool The Guelph Mammy, in its editorial columns, referred at acme length to the railway agitation. It said :—• Dieauesion was sneponded Iasi Spring on the et bjeot of 0. P. R, extension from thie city to Goderich, as a result of a hint that the company would not undertake the work during the preeant year 01 least, The oft repeated rearm was men. tinned, that it lied its beanie too full with the Ootstruutiou of railways in the west. ern country, ineatnuoh, however, as the company wag understood to favor the deepening of Goderich harbor, the infer- ence was drawn that it was still looking forward to carrying out its promise to this city to build the line from Guelph to Lake Huron, Although the agitation sons dropped, it was only dropped temporarily. 'With the know'edge that the charter for the pro jeered road will expire in 1001, the muni- cipalitiaa interested in the enterprise had no intention of giviug the matter a very long root. Besides they felt, and still feel, the company have temporized with the subject long enough, and that we should find out at length definitely what itinteude to do. Hence the present preparations for bringing rho question to a f00us. Aotiou is now taken AB the result of two or threw thiuge. The question form ed a prominent feature of the excellent address which the President of the Board of Trade, E. R. Bollert, presented to that body at the annual meeliug, Recently the council of the Board met and proper. ed a report on the points he mentioned, and that report was laid before the meet- ing of the Bond when it reenmod its meetings for the Winter. The report recommended the appointment of a small special committee to cooperate with the railway committee of the City Council, and the Board complied with that reeom• menclation, and named as members of the committee gentlemen who have taken a keen interest in the project, and who may bo depended upnu to do all that is pot sib's to accomplish the object in view. The City Council also had the matter brought before it very clearly by Mayor Nelson several months ago, and it hes now been moved to action by a eommuni• cation from rho Mayor of Goderich, whose people, like those of various muni• c{palities along the route, are anxious to see the railway built. The present steps are being taken in conformity with a re• port of the railway committee, to whom the Goderich communication refer- red. afax- red. The joint oommittee of the City Coun- cil and the Board of Trade, who have the matter in hand, have invited the Guelph Junotion Railway directors to meet with them and submit for consideration such papers and ooureepondence as clay throw light on the agreement between the city and the C, P. R., and upon the subject of any subsequent proposals for extending the railway. In this way the case, from a Guelph standpoint, should be thorough. ly prepared for presentation at the meet• ing of delegates from the various muni- cipalities interested to be held here on Dec. 7111. Meantime Aid. Ryau, chairman of the joint committee, is sending out lettere to the Mayors, Reeves and Presidents of Boards of Trade along the two projected routes, asking them to see that delegates are soot to the conference, which will be a vary important one, and which, it is boped, will result in paving the way to oarrying the project to a successful issub. The Mercury also gives a report of a joint meeting of the railway committee of the Guelph City Council, speoial con• mittee of the Board of Trade, of Guelph, and Guelph Junotion Railway directors. There were present t—Add. Ryan, chair. man ; Mayor Nelson ; Aid. Thorp, O'- Connor, Howard, Kennedy and Hamil- ton ; E. R. Bollert, President Board of Trade ; W. E. Buckingham, Secretary ; Col. Macdonald, President Guelph Juno. tion Railway, and Wm. Bell, a director, Alda Ryan explained the purpose of the meeting. He said that some 60 circulars were being soot out to persona along the lines of the projected C. 1'. R. routes from Guelph to Goderich, Betting forth the object of the conning meeting of representatives from the different muni• cipalities, to be held in Guelph on Deo. 7511, and inviting them to send delegates, He also stated that the members of the different committees were anxious to hear the views of the Guelph Juoetiou directors on the subject, and have the matter dieousead generally. Lieut. -Col. Macdonald said the G. J. R. Board was &lwnya willing and anxious • to give whatever information it possessed conneotion with the extension. A1. oegh nothing pra'tioal as yet bad been omplished in the way of carrying out e proposal, he had obtained consider, e correspondence, and read to the eting what be thought would be inter. ing. The correepondenne related to there from the time the road was con. plated from Campbellville to Guelph ; the ultimate intention of the C. P. R. °ovatruob the road from Goderich to elph as soon as other diflioulties in the ay were overcome, Among the tholes mentioned was the building of Loudon and Detroit Railway, and the strcotion of a line from Hamilton to agare Falls. These two lines had been It since and are now in operation. es then, however, Other difficulties manifoeted themselves. The 0. P. found it necessary to construct and ip lines in British Columbia from ori they had derived very little retsina these linos had to be built, which on• ed a large expenditure.
