BRITISH DEATH PENALTIES.
Pertinent Remarks of Justece Darling In a
Recent ease.
The very email percentage of death
sentonees wbiob ever get as far as the
banging has aroused the British
judges, says a London despatch.
In charging a Jury the other day,
Justiee Darling sbarply remarked that
in three recent cases of the same
kind the death sentences were never
carried out, and tbat it was absurd
that the highest penalty wbich men
had the power to inflict should be
gravely- decreed, with the full know-
ledge that the whole proceedings to it
were a sham. He therefore advised
the jury nut to return a murder ver -
diet if they thought the wound was
not inflicted with the intention of kill-
ing. The jury approved, when Justice
Darling expressed a determination to
try to put nn end to the recent ridicu-
lous,performances In murder cases.
Whatever be the cause, there
are a great many murderers running
loose. During eighteen months there
bays been exactly a dozen murders
committed in and around London, the
perpetrators of which the police have
failed to trace.
What makes it all the more deplor-
able is that these twelve were
the most brutal of a whole series of
crimes, and in four of, them little chil-
dren were done to death in a horrible
manner, with no apparent reason.
The latest was discovered last Sun-
day, when a pretty 'little girl, nine
years old, belonging to the suburb of
Eastham( who had been lost for nearly
a fortnight, was found dead, doubled
up in a cupboard in an empty house.
It looks as if this new murderer would
escape justice, the police not having
the faintest elue to work upon.

Your Directors, after careful consid-
eration, concluded that the improve-
ment in IJu8inass generally would war-
ren( thein building on the vacant land
on Queen street which forms part of
the Head Office block, and they have
accordingly erected it three-storey
brick building cont'nining eight stores
and two flats, the latter used as show-
rooms. A11 were ooeupied as soon as
finished. The balance of the vaeunl land
south of the stores has toren ground
rented, and the lessee has erected a
brick building thereon, for warehouse
purposes, so that what was non-pro-
duetive,'is now yielding a very fair re-
turn, in addition to paying Rails and'
all other charges.
Your• .Direeturs also, though receiving
a good rental for the Tongs street
shops in the Head Office building deem-
ed it wise, when the corner store be-
came vacant some time ago, to make
changes in the construction of the
fronts on Yonge street and part of
Richmond street, by whish the heavy
piers, which were undesirable from a
commercial standpoint, will give place
to a construction that will admit of
more window spume, and by that means
be more suitable for the purposes for
which the 8pae0 is likely to be used.
These ohanges are now being made,
and will shortly be finisheil and the
%•hole space has been let int satisfac-
tory rentals, and will be oorupied as
soon Es the changes are completed. It
will also he satisfactory to learn that
the Read OCfiee building is filling up
with good temente at fair rentals and
with good prospects.
Reference was made In the last an-
nual report to the returns from the
properties taken over in the City of
.Toronto, and your Directors are now
able; to report a still further improve-
ment in the returns, with better pros-
pects for the present year both as to
rents and sales.
The Directors are pleased to report
continued diligent and faithful services
on the, part .of our field staff, rind also
of the employees generally.
