The council, on motion, resolved itself
into committee of tho whole on equaliza-
tion, The committee reported that the
equalized assessment of Ashfield, Col.
horse, Goderich town, Goderich township,
Clinton and Mullett bo the same as the
equalization of last year. That tits
village of Henson be egnalised at $125,-
000, and that the township of Hay be ro-
chzcecl cue dollar per acre and $10,000 ou
personal property front equalisation of
last year.

GENTi.inMEN,—I herewith submit to you
this my report, containing an account of
the Meatless which I have trausaoted
from tho 1st of jemmy, 1897, to this
date. It contains the number, the
amounts of the orders granted, the per.
sons to whom and the purposes for which
they wore passed. The besineas which
you ordered at your last meeting has been
atteuded to. I have boucle and agree-
ments from all parties who have bridge
contracts and have the lumber provided
for reflooring the bridges mentioned at
your January meeting. In coujunctiou
with tho County of Middlesex we have lot
the contract to erect a bridge on the
Boundary, between Usbo'ns and Bid•
dulph. The County of Middlesex is to
pay ono half of the cost. L. Hardy, of
Exeter, is the contractor. The ooutraot
pries is 00194.00. Owing 16 the great
amount of ramp and consegnent bight of
water in the streams, we have not yet
erected any now bridges, as it world be
difllonit to make deviation roads, but 1
hope to have them all erected in due
course of tine. I have with mo plans
and specifications of the proposed con-
crete building to be erected at the House
of Refuge, I visited Peterborough and
vicinity and bad an object lesson on the
composition and manner in which they
nes concrete in the work of constructing
the Trent canal. I sxamiued the piers
and ababnesnts of several bridges, also
some of the look works. 'Generate ap-
pears to make a first class job if properly
done. The engineers in charge of the
works at the canal say that concrete is
very much superior to rook masonry for
bridge and canal works and that rook
masonry is to bo considered a thing of
the post. I believe concrete can bo used
in this County with great -advantage, I
have a piece of the 00uorote that was
made late last Pall, which the engineer
kindly gave mo, and I would like you
gentlemen of the Council to examine it.
I visited the extensive cement mills of
Rathbun Je Co., at Nap1panes, and saw
the process of making l'ortlttud cement.
I was through the extensive shops of the
Central Bridge Works. They have some
parts of the Bannookburn bridge already
- constructed. Total orders granted by me
to date, 0255,81. The amount required
for roads and bridges and Go. buildings
for the year 1897 will not exceed my ea -
timate, viz., 98,000. All of which is re.

the condition and requirements of Huron
County jail, copy of which is herewith

1011100 an investigation of tho Gado -
rich jail on the 010 of May. There were
in custody on that day 11 men and 1
woman. As regards cleanliness and
order, I found the premises in satisfac-
tory condition, but as I have pointed out
iu previous reports the jail requires ro-
modelling. The cells and corridors are
vary iueonveuiontly arranged and aro
badly 001 of repair. Tho water olosobe,
which are in the corridors, are not entre.

order. The drain running ender rho
building into the garden, tom eemp001, is
dangerous to the health of the inmates,
the cesspool being Lull and the contents
oozing to the surface of the ground, i1•
stead of being absorbed. Good drainage
can be had at very little exponso and the
mattermust be remedied immediately.
Tho jail should bo heated by a furnace
arranged for both water or steam. The
Jailor rogniros better accommoclation
and I would recommend that another
story be added to his residence and that
the bnildiug bo properly drained and
ventilated. 1 instructed Mr. Aikeue to
matte the second inspection of this jail,

MR. 41IEEN5' REPORT.
There were 5 rattle prisoners and 1 fe-
male in Goderich jail when on July 21st
I inspected it tho second time. The
County of Huron claims a reputation as
a banner Comity in the Province. It's
jail, however, has no right to such dim
tiilatiou. Very little can be said of it
other than to say it is better than none ab
all. It needs is thorough overhauling and
moderni'ring, particularly iu its sanitary
arrangements, plumbing, drainage, ee.
The jailer's apartments should also be
raised a story higher. They aro neither
whole:tome nor comfortable at present.
With a site on the bank of a river some
80 or 40 feet above the water's level, the
Council are still content to allow the
sewerage to drain into cesspools, which
the Jailer snye are rarely or over cleaned
out. Nature has given such perfect
drainage facilities that there can be no
possible reason why advantage should.

dition as well kept as possible. The
management of the jail is good, other-
wise it would bo in a worse state than ib

One young man, insane, we think the
town of Goderich should take charge of
and have hit) removed to the asylum for
incurables as soon as possible, as the jail
is nob the proper place for such parties.
Recommend the stable at jail be removed
into the wood yard 01111 have front of
yard famed. Recommend that stops on
stairs be repaired ; Boole doors of jail
require repairs and painting ; also 50 feet
0f now hose be purchased and old loose
repaired. Would recommend that out-
side of jail wall be pointed. Some
windows in jail require glass and would
recommend that they be put outside of
sash: A . dozen night gowns for women
are wautel. Would recommend a new
floor iu the offices of the Sheriff and
Clerk in Court House, that wall of Court

bread, flour, groceries and other moos -

to purchase all beef supplies by the gnarl.

Murphy, they agreeing to furnish front
quarters at 4j cent per ponnd and hind
quarters at 5 Dents. The bread contract
was let to J, A. King for 2 cents per
pound. The tender of J. W. Irwin for
groceries was accepted. Tho conditions
on which the above were accepted were
written on the back of tenders and left in
possession of Mr. Coats, ib being his duty
to see that all conditions are fulfilled.
The Inspector was advised to pnrohase
all dry goods required by the inmates
direct from wholesale houses. He was
also advised to procure the nso of a horse
and rig for tho use 0 clergymen on Sob -
bath, who conduct service in the House,
such arrangement to remaiu in force
until the Council meets. It was decided
to place a refrigerator in the House and
to have a doorway made from rho main
division into the hospital ward. Both
these things have been done, the refriger.

Inspector to purchase trees and have an

metal weights, to be used for the purpose
of making hard labor for the prisoners u1
the gaol, in carrying them from one side

The manta committee's report, recom-
mending the rate of taxation for trio cur•
rent year was adopted. A number of by-
laws were read and passed, and the coun-
oil'prorogued at 10 o'clock, to meet again
at the call of the warden.

ed in committee of the whole, the cam._
mittee reported that the report was
adopted, except iu the matter of the
personal property of McKillop, which
was changed from 9100 to 94,000. The
report was then finally adopted as

of 982,235,082, requiring a rate of one and

the remainder referred back to the com•
mittee for further consideration.

The following notes aro taken from a
letter received from Ben. Dunlop, who
went to the Wast lust Winter
:MAR 911i,—I now write you a low lines
as I am in this town for a few days.
Well, you will perhaps wish to know my
idea of 13. C. To begin, I ani sore there
are ono thousand chances here to ono in
Ontario. Of course it is altogether a
different place, with a lot of different
ways, and so many kinds of business
°Mucus to go into that there is lots of
room for many yet. There are )'len who
calve to different places around here a
year ago, with no more thou $10, who are
worth severalthoneands now. Of coarse
everyone is nob so lucky. A good deal
depends on the energy and good judg-
ment a man uses. I was in Roseland on
Saturday and Sunday and it is really a
splendid, busy and quite a large town for
tiro age of the place, and now when the
SHOW has gone away, it loops a groat deal
hotter. It is baoked up by the greatest
mineral prospsota iu the world. This is
what some of the best raining men say of
it, as it is almost without limit. The
amount of rich mineral ore in and right
around it is immeasurable and property
is very high in price there. Wealthy
capitalists will soon own everything iu
and around Roseland. I have met quite
a few from Ontario here and to lay sur.
prise I met last evening in town Elgin
Hodgins, one of the former owners of the
pacing champion of Canada, "Nellie
Bruce." All of the "sports" will soon be
hero. You may wish to hear how I am
getting on. I took a big contract on the
new railway going on hero and got
through with it on Friday last. I made
a few hundreds out of it, more than I
would have made in Ontario in three
years, and I have only been three mouths
at it, so I have been fortunate so far. I
ata going to a place a few miles from
here soon to invest what I made since I
came here in mining property, where
there is a splendid chance so far as I can
learn. I have a number one man in with
lee. Ho bas lots of "stuff," is honest,
and is an experienced miner as well, so
I am going to stink to. the mine till I
make 10511 what I lost, if possible, Dud I
think I eau. I like the place. Its no-
thing here for a man bo get broke and
loos a few thousands, but before a year
is over to bo away up higher than ever.
I ata not sorry I came. I hear there will
be a big rush where I am going this
Summer, and I think it will beat Ross -
land. It is 9 or 10 miles from here, of
course not far, but that distance in a
mountainous oonntry like this makes a
great change. Its in the Quartz creek
and salmon country. Yon may have
heard of 0, Tho Goodsrham, B. C., Co.
have bought a lot of mining property
there. Some big sales have been made.

We are sorry to hear of the miens
illness of Will., son of Bishop Ward,
London, formerly of Brussels. He was
poisoned a year ago with ivy and the
effects of it have trade themselves appar•
ant again in the Noe in the shape of
erysipelas and threatened loss of eyesight.
We hope he will soon be fully restored to
health.
