The French Government has en ab- solute monopoly of the tobacco trade. 'Why should not our Govern - newt follow the sante course ? We, as a nation, smoke much more than France; last year we consumed 8313 million pounds of tebacco, on whicb the Government secured lust under 13 MILLIONS AS DUTY. Supposing Mir Government bought up and managed all British tobacco factories, it is quite certain that it could packet 20 millions clear, with- out making the smoker pay a single farthing inure per ounce for his spe- cial brancl, Germany, Austria, and most others of the great Continental powers have t State -managed railway's. Not only do these contribute very largely to keeping down taxation, but they are far cheaper than our own—or, in f fact, than any private lines in the world. NoW, our Government gets, comparatively speaking, next to no- thing out of British railways. They are assessed to income-tax at a lit- tle over 40 million pounds, which means a payment of less than 2k millions yearly at present rates. A hill for compulsory purchase of all railways in the United Kingdom would alter all this. 'Moir paid-up capital is something over 1,100 mil- lions ; but it does not follow that anything like this runount would have to be paid in compensation. • Good authorities put the purchase price at 800 millions, an amount, re- quiring 24 millions to pay its an- nual interest. Seeing that the gross • profits aro 40 millions yearly, the re- eult would be a surplus of 16 mil- lions, instead of the present 21 mil- lions. In the case, however, of State- owned railways there is not the slightest doubt but that working ex - peens might be cut enormously, without destroying the efficiency of the service. The present ruinous competition would cease, and the im- mense legal and Parliamentary ex- penses at present incurred by the great companies WOULD BE AT AN END. Liquor, tobacco and railways to- gether would thus, if State con- • trolled, contribute 123 millions to- wards running the country. Now, exclusive of the war in South Africa, the Budget of 1900-1901 was only £114,972,000. Thus these three item* would more than pay a year's taxes. In eases, however, lik where extra money is necessary, e a leaf from of our great Government might tak the finances of some cities, It might institute and con- trol great national industries, such as e new Mond command of oleetric power, or th gas. With its gigantic capital, it might institute a great system for bringing electric power Scotland, or from the waterfalls of of utilizing the tides, and supply cities wholesale with 'newer or light. Seeing that at the present time over in electric in- 60 millions is invested dustries in the United Kingdom, the future profits of such a scheme would be large. Pale, Sallow, or Anaemic Girls Restored to the Bright Fresh- ness of Youth by Natural Means — Good Health Within the Reach of All. From the Sun, Orangeville, Ont. aliss Maggie Brownlee, of Orange- ville, is a young lady well known to the residents of the town and great- ly esteemed by all her acquaintances. Like thousands of other young girls throughout Canada, Miss Brownlee fell a victim to anaemia or watery blood, and for a time, as she says herself, feared she would never again enjoy robust health. Experiences like Miss Brownlee's cannot fail to be of benefit to other pele and anae- mic girls, and for this reason she kindly consented to give a statement to the Sun for publication. "My illness," said Miss Brownlee, "came on very gradually, and at first it merely seemed as though it was a, feeling of depression and tiredness. kept getting worse, however, and finally had to give up a. good posi- tion. I was at times troubled with a throbbing, racking headache early appetite gave out ; the least exer- tion tired Me, and my heart would beat painfully. My limbs seemed to feel like weights, and at other times there was a sinking sensation which I can scarcely describe, I was treat- ed by a good doctor and took a number of remedies, but without any improvement in my condition, and I began to fear that I was doomed to be an invalid. One day a friend who celled to see me spoke very highly of Dr. Williams' Pink Pills, and what she said interested ray mother so much that she bought a few boxes. I began taking thern, and in the course of a few weeks there was no room for doubt that they were help- ing me. X continued taking the pills for a couple of months or more, when 13 fait as well and strong as ever I had been, It is about a, year since I gave tip taking the pills, and X have tot since felt the need of any medicine. Babies that: ate well, sleep well, eat well, act well and play well. A child that is not lively, rosy-cheeked and playful, needs immediate attention or the results may be serious, Prudent mothers should always keep ready at hand a safe yet effective medicine to administer to their little ones as emergency arises. Such a medicine is Baby's Own Tablets. These Tablets do not act as the so-colled "sooth. ing" medicines do. All mothers who have -used this medicine praiee it and always keep it, in the house. Mrs. G. Baines, Six Mile Lake, Ont., says.—serhe Baby's OWn Tablets which I ordered came just in time. Illustrations of the Power of the Poet. During the Jubilee. ceremonies in 1807, when the whole British nation was celebrating the long and happy reign of their beloved queen a.nd the growth and material greatness of the empire, a short poem appeared one morning in the Thnes. Before night it had changed the whole tone of public feeling and sentiment. The poem was Mr. Kipling's "Re- cessional." Into the national song or triumph it interjected a note of reverence which had been lacking. 134 Was a serious word of warning, too, and of modesty, uttered at a time when self -glorification was the busi- ness of the hour; a call to the con- science of the nation, which won in- stant recognition and gratitude. The other day a second poem by Mr. Kipling stirred the British peo- ple almost as deeply as the "Recce- eional," had done, although in a dif- ferent way. It was in effect an ar- raignment of the nation for the inef- ficiency of its military system; for its neglect to educate and train its officers and to drill its men; for the self -complacency which assumes that although cricket and football may demand practice, all Englishmen are soldiers by birth. Opinions may dif- fer, as they do, very widely, both as to the literary merits of the poem and as to the truth of its cbarges. But there are no two opinions as to the impression which it has made. Both these instances, although the same man heppene to figure in each, are illustrations of the power of the poet, the artist in any field, to move the people. No statesman, no matter how plain and potent his facts, could have accomplished so Irma in a speech, sinless, indeed, it wercby eloquence, which is art, rather than by facts.
