up and managed all British tobacco
factories, it is quite certain that it

out making the smoker pay a single
farthing inure per ounce for his spe-

Germany, Austria, and most others
of the great Continental powers have t
State -managed railway's. Not only
do these contribute very largely to
keeping down taxation, but they
are far cheaper than our own—or, in f
fact, than any private lines in the
world. NoW, our Government gets,
comparatively speaking, next to no-
thing out of British railways. They
are assessed to income-tax at a lit-
tle over 40 million pounds, which
means a payment of less than 2k
millions yearly at present rates.
A hill for compulsory purchase of
all railways in the United Kingdom
would alter all this. 'Moir paid-up
capital is something over 1,100 mil-
lions ; but it does not follow that
anything like this runount would
have to be paid in compensation.
• Good authorities put the purchase
price at 800 millions, an amount, re-
quiring 24 millions to pay its an-
nual interest. Seeing that the gross
• profits aro 40 millions yearly, the re-
eult would be a surplus of 16 mil-
lions, instead of the present 21 mil-
lions.
In the case, however, of State-
owned railways there is not the
slightest doubt but that working ex -
peens might be cut enormously,
without destroying the efficiency of
the service. The present ruinous
competition would cease, and the im-
mense legal and Parliamentary ex-
penses at present incurred by the
great companies

Liquor, tobacco and railways to-
gether would thus, if State con-
• trolled, contribute 123 millions to-
wards running the country. Now,
exclusive of the war in South Africa,
the Budget of 1900-1901 was only
£114,972,000. Thus these three

During the Jubilee. ceremonies in
1807, when the whole British nation
was celebrating the long and happy
reign of their beloved queen a.nd the
growth and material greatness of the
empire, a short poem appeared one
morning in the Thnes. Before night
it had changed the whole tone of
public feeling and sentiment.
The poem was Mr. Kipling's "Re-
cessional." Into the national song
or triumph it interjected a note of
reverence which had been lacking. 134
Was a serious word of warning, too,
and of modesty, uttered at a time
when self -glorification was the busi-
ness of the hour; a call to the con-
science of the nation, which won in-
stant recognition and gratitude.
The other day a second poem by
Mr. Kipling stirred the British peo-
ple almost as deeply as the "Recce-
eional," had done, although in a dif-
ferent way. It was in effect an ar-
raignment of the nation for the inef-
ficiency of its military system; for
its neglect to educate and train its
officers and to drill its men; for the
self -complacency which assumes that
although cricket and football may
demand practice, all Englishmen are
soldiers by birth. Opinions may dif-
fer, as they do, very widely, both as
to the literary merits of the poem
and as to the truth of its cbarges.
But there are no two opinions as to
the impression which it has made.
Both these instances, although the
same man heppene to figure in each,
are illustrations of the power of the
poet, the artist in any field, to move
the people. No statesman, no matter
how plain and potent his facts,
could have accomplished so Irma in
a speech, sinless, indeed, it wercby
eloquence, which is art, rather than
by facts.
