P, DowNey, editor of the Guelph Herald, bete been planed in the field by the Conservative Convention iu the Sob Biding of Wellington for the Doming Provincial eleotion. A NottUNATitla Convention will be held by the Liberals of Went Huron to eeleot a candidate for the Provincial bye elect. Mom It is expected that on. J. T. Garrote will be the unanimous choice. He will likely have for hie opponent at the ideation Joseph Beek who opposed him Iaet time. The Liberals say they will give Mr. Garrow a good majority bat if they do they will require to get a bustle on as nothing counts on eleotion dey like votes. AT the conclusion of the preseut session of Parliament, R. L. Borden, Conserva- tive leader, will make a Western tour, speaking at various pointe between Otta, wa and the Pacific Coast. We believe public men would tare better if a good deal more of this olreee of touring were done. The visite of a public man in the turmoil of an election contest don't out much lee ae be is only there for party purposes but when a parliamentarian goes afield to gain information by personal contact and conversation good mast eeear. edly result. Tns following are, in brief, the salient points in Premier R088'proareeeivepolicy iu oonneotion with the construction of the North Shore and *mantic Island rail. way :—A eix million dollar railway con strnoted for two and a half million agree of at present commercially valueless free grant lands ; Government control of the rates ; power of the Province to purchase within 16 yeare ; no monopoly of the running rights, the road to be available for Grand Trunk, Canadian Pacific and other trains ; the oonetrnotion of a emel. ter with a301eton oapaoity; the Company to plane one thoaaand settlers a year on the lands; the land grants to alternate, in squares of township size, with Govern- ment land ; the Company to throw in half the Dominion dash subsidy in case of Ontario buying the road ; the lands to be purchasable by the Province at 50 cents an acre ; the railway to be obtainable by the Province at a 6 per Dent. annual in- terest advaooe on the construction cost; a $30,000 ferry servioe to be established from Little Current ; the Company to pay the coat of both railway and land grant surveys ; tbe Preview to retain the wboleaf the pine. Premier Rose is no beak number and his popularity is rapid- ly increasing ae the variono forward improvements are placed praotieally be fore the 'people. The Oppoeit ion heartily eapported the above mentioned railway project. Moon has been said and written of late concerning beet root sugar and the poeei. bility of over•produotion. The following information along statistical linea will be of interest to many :—The rapidly in- creasing share of the world's anger oon• eumption, which is eop, llied from sugar Mete, is pointed out by a publication in the Monthly Summary of Commerce and Finance, just issued by the treasury bureau of etatietioe in the U. S. Under the bead of "The World's Sugar Crop of 1900" it ebowe that the tolal beet sugar production of that year wan 5,950,000 toes, and the cane sugar crop 2,850,000 tons, more than two•thirde of the world'e sugar supply being thus produced from beets. This statement in followed by a table showing the sane and beet eager prodootion in each decennial year begin• Hing with 1840 and the percentage whiob these rival sugar planta have in supplying the sugar 0oneomption of the world. Thie table allows that in 1840, beets supplied less than 5 per Dent. of the world's sugar oonenmption ; by 1860 they supplied 14 per cent, ; by 1878, 84'per cent, ; by 1890, over 68 per mut., and in 1900, 67.71 per Dent. In 1840, the total eager crop of tbe world was 1,150,000 tone ; in 1870, 2,416,• 000 tons; in 1890, 5,702,000 tone, and in 1900, 8,800,000 tons. The estimate of the beet sugar crop for the year ending Sept. 1, 1900, supplied by Mr. Liebe, planes the total tons of beet sugar at 5,650,000, and of cane at 2,850,000. The world's non. sumption of eager in 1900 was 8,200,000 tons, efts easy 'Pe Fetal Gund. Countless thousands have found a bleaeiug to the body in Dr. Singe New Life Pills, whiob positively ours Ooneti• pation, Sick Headache, Dizziness, Jain. dtoe, Malaria, Fever and Ague and all Liver and Stomach troubles. Harry Lindsay wall killed at Nichol, near Fergue, by the betetiug of a tiy• wheel, THE NEW RAILWAY PROJECT, The chief (Otero of the errnogement with the Menitoelln & North Shore Hail. way are ; That in oogeideratlou of the building of 285miles of railway, opening a a e the Province r n i new (Marl*, r i a a L i lot t a e p , p h 2,542,000 eons of wild land. The oompany on its pert agreee to give the Provinee full control over ite rates. It agreee Io give the Canadian Paoifio Railway, Grand Trunk Railway, or any: other road, running powers 011 fair terms over its !lees. It leaves the ProVluoe the option of acquiring the railway within fifteen years, and ter the purpooe of arriving at the mottle! value thereof it agrees to furnish le eatietaotory detail the oost of construe. tion and all othee antleym, the poet of operating, and the enrninge of the road. Six per cent. omelettes interest shall he added to the own tbue arrived at, after dednoting the Provinoial oubaidy et a valuation of fifty cents an eons, the traffic receipts, and 50 per cent, of any enbeidy which may hereafter be obtaioed from the Dominion Government. These °laiaee are all new art far as the Province of Ontario le oonoerued, and one of them at least is wholly naw to the railway legislation of the country. The provision for retaining to the Province the right of acq'liring the line within the first fifteen years on a basis about which there oan be no dispute stamps bile mem- mire as the meet forward piece of railway legislation yet submitted for adoption in the Dominion. As to the line itself, it must be pro• nounaed an inapiratioo. This ie said on the assumption that a oar ferry servioe oan be maintained the year round from Manitoulin, or rather Fitzwilliam Inland, to Tobermory, on the Bruce penineu'a. The Province takes no riake with regard to that. The promoters of the railway entertain no doubts about it, and on them the solation lies. There is mauh to en• courage the belief that the ferry scheme is not only feasible but not even attended with much diffioulty. A °heeler ferry is operated woes Lake Michigan, a distauoe of over 60 mile;, and across Lake Bele, a distance of over 85 miles. The diatan0e between Fitzwilliam Island and Tuber• mory is but 15 miles, and the other con- ditioee can namely he so die similar as sato wake much difference in the dill °ilties to be encountered. Almost the only serious trouble to be apprehended would be that occasioned by ice, and, pre• punting that this would be met, it needs but a glauoe at the map to show the value of the idea, For a long time the question as to how the Ontario peuiooala was to get better cammunioation with the Weat has been dismissed. Several ambitious eah"mes have been suggested, their gen• era* features being a line that would strike up for the Eastern margin of Georgian Bay and thence around he shores and Westwardly either along the North ;here or taking a more Northerly direction. The Canadian Pacific Railway has been credited with having had this pr,jeot on band several times. Tbe Grand Trunk, of worm, bad its line to North Bay sou• neoting with the Canadian Paoifio'e main line, but this deal route did not seem to afford an ideal means of communication with the West. The Canadian Pacific itself bad no line which could be utilized in reaching the desired point. The plan whiob Ile. Cle-goe now prep9000 has the merit of cutting down the distance to be traversed and also of utilizing to a great extent existing lines. Tbe provision with regard to acquire. trent le optional. Being a new feature of railway hilts, it is wed worth while giving the exact wording of the donee. It is ea follows :— "The company shall when required produoe and exhibit to the Commissioner of Public Works, or any person appointed by him, all books, accounts and vouchers, showing the coat of aanetrnatiog the rail- way, and all other outlays, the cost of TILE 13E .4118 1108 operating 11,etta the earuiagu thereof, aid shell treedferitefrenolliso end under. taking, and all rights and titles tc the said railway, terminale and all its real estate and pereonal property, leluliu ; leases, coutraets of carriage, and of every other desuriptlon whatsoever, 80 her ea bylaw aesiguable (save and exempting the laude to be grantee to the uompauy here• under), to hie elajeety the Eieg as r0pre canted by the Oowmfaaioier of Publio Works for Ontario, upon being paid the aotual poet and outlays of and incidental to the oouetruation pf the works and um dertakiug, inalgding goat of all Bald real estate and personal property anti of working ekpeudittue as defined by the railway set of Canada, teeluiiing n reaeouabte omituletivu ieteroot on seat invaatment ten leve than nix pereentem per annim after deducting tie euesidiee hereinbefore greeted, which shall he computed at the rate of 50 ooute per Imre, and aloe the traffic receipts of said rail- way, and 60 per many of any subsidies whish here been or may hereafter be granted to the said uotneany by the Parliament of Canada. It le provided that none of the lands :hall be granted in what is recognized as the nickel region. The red and white pine is exempted from tbe grant, except in Doses where, in the opinion of the Oommio•ioner of. Crown Lancia, it is so thinly seethe ed as to be unavailable for putting under liMenae, in whwb ogee the company ahatl be entitled to eta it, payine tbeonetem try dune thereon. The line shall be surveyed and loomed between Meuterd end Sud bury before June 1, 1902, and tbe entire railway shall be oompletod by Jima, *nee. The ereo'tion of e. customs smelter of 800 tons' daily oapaoity shall be oomnreneed within Biz menthe and be completed with. in two yearn. A steamship line between Windsor, Sarnia, Goderich, Sinaardlne, Southamptun and Little Current stall be established within eoxty days, and oper Med at least until the railway is cum. plated. Every year for ten yeare e thousand male settlers of sixteen years or over than be tattled on the hand. There can be no question that the euooesoful operation of this line, with the Bate. guards by which it is surrounded, will mean a great deal for the Ontario penin seta, and stimulate the developmeut of Algoma to a great degree. . tie (sept Itis Leg.
