The Brussels Post, 1900-6-14, Page 4armamsarargermarediamea THE ,BRUSSELS .i"(ST .rt7NE J4 1900 TIIUR,SDAY, JUNE 14, 1900. OUR OTTAWA LETTER. Ottawa, Jane Ilth t --The developments of the week do not open pp a very re• assuring prospeet for an early prongs, - Lion of Parliament,, For the Opposition, whioh has not at any period of the sea• 0100 shown an overpowering desire to faoiltate business, propoeed to enter upon a coarse of deliberate obstruction ; but in spite of this, the hope lingered that bet- ter oouhsele might prevail when the warm weather arrived. Realizing that a general election oauld not poeeibty be far off, the Toriee oatarally desire to poeseae themselves of. some Bort of policy with wbioh to meet tate country. First they tried the loyalty cry,—the Government WAS anti•Brittish, it would not offer aid to the empire in her struggle againet dee. potiem in South Africa,—but tbie ended in a faroioal fiasco, and the Government proved to be so thoroughly in accord with the imperial sentiment of the vent majority of the people, that the Opposi- tion took a complete eomereanit, and are now appealing to a supposed aoti-imper. ial sentiment in one portion of the Dom- inion in the hope of outflanking the Government forme there. A SECOND ENOCR OUT. Then the corruption ory was taken np and a vast amount of virtuous indignation expended over the supposed desire of the Government to prevent the exposure of alleged arookednese in eleatione. Tbie also failed for Government again showed that it was on the Bide of the people and prepared to go even farther—a great deal farther—than the Opposition itself de- sired ; and thee another campaign shib- boleth, which at one time promised great resalte, was hopelessly lost. The eltun- tion was becoming desperate ; an eleotion without a policy and without a ory, bat with opponents strongly entrenched/ be- hind a record of unbroken encpeee and clean administration meant irretrievable disaster. Time most be gained by fair means or foul, if the elections nould only might barn n t be deferred something t„ p, t was their only hope, and therefore the deoision bee been taken to drag on the session into the Fall happily the eleo• Gone can be put off thereby. First the Conservative whip, George Taylor, is put np to revamp the thread- bare enbjeot of the Government's policy in the matter of manufacture of binder twine ; be euooeeded in hie main purpose of wasting a whole day but'beyond that, alt he s000mpliahed was to deliver a epeeoh whioh the Solicitor General characterised ae "a tissue of inaocarate statements, interlarded her and there with vulgar abase of the lowest kind."— and this scathing oritioism was well within thee lodgment of the House and country. HOB D& SERENELY. Then Sir Hibbert. Tapper took a hand in with his old familiar "Yukon Scan- dals" ; and this is a much more serious matter, for the ea -minister of Justice in. timatee that he propoeee to introduce a series of resolutions, one at a time, mak- ing a different charge the text of each resolution. The flret of these. dealing with the alleged wrong -doing of Major Walsh, hue taken one day of the session, to contemplate. The time that may he ooneamed in dealing with the balance is simply appalling, for it will be remem• bared that the formalliodiatment;present- ed a year ago by Sir Hibbert Tupper, filled no less than twenty three closely printed paged of Hansard. I1 there was any indication of [fresh evi- doaee—anything more reliable than the irresponsible allegatione of anonymous letter•writers, —no expenditure of time would be too great to unearth any wrong- doing, but ae far ae Sir Hibbert'° speech on Thursday has disclosed hie Daae, be has not one atom of new evidence, nor a Bingle statement to plaoe before the country, which hue not already been In- vestigated and proved to be utterly worthless and without foundation. It would appear therefore that the Tories are not likely to make mach more oat of their latest venture than tbey have out of tboee previoualy disposed of. A RUSTLE IN THE DOPE -000. The extraordinary little squabble which has developed recently in the Tory camp bas perhaps attraoted more attention than any other political event of the moment. Of the details of the quarrel the country Dares but little. If the Tory party organization does not pay its official staff according to agreement and if the individual members of the party threaten to repeat the performance of the Spring of 1896, and develop anoth- er "nest of traitors," it is a matter for them to settle among themselves. OE course the country hue an interest in the exposure and eradication of any and all arookedneasin elections without regard to the party implicated, but the Govern• went has already provided fora thorough and impartial investigation into these matters, and if the present strained re- latione in the Conservative camp armlet in facilitating that investigatiou, eo much the better for the country. WE ARE A HAPPY FAMILY. The incident however has one impor- tant feature inasmuch ae it incidentally disoloses once more the hopeless chaos whioh exists in the ranks of ibe Opposi- tion. It is an open motet in poiitioal oirolee and has been ever eines before the last campaign, that the relations existing between the numerous leaders of the party are far from being harmonious and happy. The conditions which led up to and developed the ex• plosion four years ago when seven Ministers of the Crown threw up their portfolios and compelled Sir MacKenzie Rowell to resign bis Premierehip in favor of Sir Charles Tupper have never been ameliorated. The soreness and bitter - neer caused and aggravated by that his- torical event are etill there and even the characteristic aeenranoe of Sir Charles Tupper namely prepared the mouthy for the assertion he made in the House the other day that everything was per- feetly lovely within the political fold over which he praeided. The very opposite i0 so notoriously the faot that even hie owu followers in the Home looked astaniehed when he made the statement. POOR OtL000IAL To MARE CABINETS OF. Opposition josrnaie witb that marvel. lone ability of discovering that which is not apparent to the "naked eye or else realising how they would jubilate if the conditions were reversed are making freggant reference to tho evidences of delight the Liberate are euppoaed to be evineing over the affair, "ere Iot . ing in the inoident to pause special rejoicing fn the ranks of the(overnmerit's eupporcere for the eituatiun hoe develop• ed nothing particularly new• The country was already well !ware of the long record of political turpitude in eleo. Hone and otherwise, attaching to the Conservatives for ninny yeare baolc, and they are equally well informed of the veritable bear•gar• den which leas eo long existed within the Tory fold. There is one ooneideration however that should not be loot eight of by abs electorate, and that is the impos- sibility of any party in the bopeleeeiy ohaotic oondition that the Tories are in at the present time being able to pro. dune from ate ranks a united body of men capable of governing the country and there is little likelihood that the poop's will be inclined to remove their oonfideoce from the present united and capable government to plum it in the hands of ouch au aggregation of antagon• aeric suits. Herewith I submit to you my report. There ie only one inmate in the jail at Present, Matthew Saudford, of Hawick township, awaiting trial for eattle steal• ing. Jos. GRIFFIN, Jailer. IN5000000 OHAMDERLAIN'9 LETTER. I have repeatedly regneeted that im• provemente should be made to the jailer's residenee in Goderich, as it is not in a At condition either as to room apace or sanitary requirements as a residence for Jailer's family. When making my last inepeotion I advised that the stone wall in front of the residence should be taken down and that the present house should be raised by some 2 or 3 feet and a atone wall placed under it, the ground exoavat- ed so that a furnace can be placed in the basement and a drab laid from cellar to tbe river. Then another storey, with mansard roof, will have to be put on top of the pre0eut building. There is enough atone walla to be taken down whioh if properly disposed of should meet the above expenditure or very near it. I am in hopes that tbe Connell will earnestly take, bhis matter iu hand without further delay and that by this time next year they will have the necessary im- provements completed. Please lay this communication before the Go. Property Committee. Yours truly, T. F. CHAMRERLAIN, Inspector. Toronto. May 3, 1900. 0008E OF REFUGE REPORT.
