it hard to meet his bills. His ,house
must be a good one, elegantly furnish-
ed, while he and his wife are dressed

this without going in debt becomes
an important question. The strictest
economy must be exercised in every
department. It is necessary while
providing the table with good food
to see thut nothing is wasted. The
furniture and carpets must have the
best care in order to make them look
like new and prolong their usefulness.

however, whore so much can be accom-
plished by good management, as in
buying and making the family ward-
robe. The remnant counters and spe-
cial sales at the large dry goods houses
give one an excellent opportunity to
lay in a supply of the best material at
greatly reduced prices. T‘here has nev-
er been a time when so many women
were dispensing with the help of the
dressmaker and learning to make their
dresses themselves. which saves many
dollars every year. The excellent pa-
per patterns which we can buy so
cheaply, are a great help, and wo-
men succeed wonderfully well In pro-
ducing costumes which in fit and gen-
eral appearance are equal to those
made by the best modiste.
Fashions change so quickly that it
is impossible to wear a dress out be-
fore it becomes a "back number,"
bence it becomes necessary to make
them over. Even In the best regulat-
ed bouseholds, there are always some
east -off garments, wbioh may be used
in this way. In these days of come
binatioias and varieties there are few
things that cannot be made service-
able as trimmings, or to assist in com-
posing costumes which handy women
now develop out of two or thee dif-
ferent materials If it cannot be used
in its present guise, one or two pack-
ages of dye will change it to any color
you wish, and it will begin a new era
of usefulness. The dye should be dis-
solved in soft water and a porcelain
kettle used in doing the work, whioh
if given time and attention, cannot
fail to be satisfactory. Gat a good
quality of lining, new stiffening and
binding, and pay as muoh attention
to the details ore the work as If the
goods were new. Making a skirt over
was a difficult problem a few years
ago, but it has become comparatively
simple now, although they are worn
much longer than formerly. rortun-
ately flounces and ruffles are popular,
for with their aid, the skirt may be
made the regulation length. A very
handsome skirt of cadet blue cloth
was lengthened by piecing out the
lining and the outside material and
neatly pressing the seams. Black
braid was put on the bottom in a pret-
ty pattern, with two straight rows
above it. This made a handsome fin-
ish, and effeotually covered all the
piecing. The tunic or overskirt is
the latest style, and one of the best for
made -aver eltirta. They are usually
made with very little if any fulpess
in the back, and pointed or setilloped
at the bottom, wbieh fells over a skirt
of velvet -satin or heavy woolen ma-

The cOmpletion of the telegraph
from the Indian Ocean to Victoria Nye
anza puts the world in communication
with the sources of the Nile. The tele-
graph has been ecimpleted to Ripon
Falls, which is the exact point where
the White Nile leaves the lake. One
of the most useful results of this en
terprise will be that the people of low-
er Egypt will be able to tall what the
water conditions or the lower Nile will
be for months in riitiance. This infor-
mation will give most desirable guid-
ance in regulating the quantity to
be taken from the Nile fol irrigation
purposes. Many occasions have arisen
when information as to the stage of
the water in the upper Nile would have
been worth millions of dollars to
lower Egypt.
The cable does not yet totem at
Mombasa, which Is the sea end of this
land line. Despatches from Victoria
Nyanza must therefore be sent by
steamer, to be put on the cable at
Zanzibar, which will delay rorwardIng
messages for several days. Thus it
happens that the news ett tho comple-
tion of the line to the lake wee not re -
caved in this city for a week after It
ocourred. Five years ago, when the
building of this line and the railroad
alongside of 11 was begun, the short-
est time in wlila news from the lake
could reach Europe was about four
months.
The report of Sir Guilford Moles-
worLh, the consulting engineer, pub-
lished in July last, showed that the
survey or the route finally adopted for
the railroad had been completed clear
to the lake. The railroad was built
and in operation from tie sea to Kiu,
a distance of 270 allies inland, and be-
tween that point and Angata-el-geek,
899 miles in the interior, the road was
in course of menstruation. The rail'
road is to terminate at Port Florence,
at the extreme northeast isomer of
Victoria Nyanza instead of being ex-
tended albeut sixtyo miles farther 'Wee.
to Bort Victoria, AS was at first eon-
templated. Probably three years will
yet elapse before the completion of the
railroad.
The first telegraph eampleted to the
Central African lakes was that to
Blantyre, in the Nyassa highltinds, and
ea it is connected with the cable on
the Portuguese oaast communioations
between Lake Nyassa and Europe are
promptly delivered except when the
lad Lina Is out of order, as ocormion-
ally bappens.

A DOGS LOVE OF, HOME,
Little Prince loved bis home, loved

NEW MODE OF WOOD PAVING.

Lame Cities.
The decision of the City Council of
London, upon recommendation of the
City Engineer, to pave two new
streets with wooden pavements, has
caused new interest to be taken in
wooden pavements among many
builders and contractors on both sides
of the Atlantic. This new system of
wood paving is said to be the most
durable and the meet easily repaired.
It is said that it is the only kind of
wooden pavement that can be relied
upon to etand the traffic of cities
like Loudon and New York. Instead
of fashioning the wooden blocks into
dice, hexagons, polygons or dove
tailed complications in any form, by
the new process barked trees oi any
size or quality are sliced into cylin-
drical pieces about thirteen entitles in
thickness. The largest pieces are
put down first into a good foundation,
and then the sraaller sizes, until the
remaining interstices may bo filled up
with what may be culled pigs. Ram-
ming renders the whole one solid mass
of timber, and not a chip is wasted.
The surface presents end grain only,
and with the different soils and sizes
afford much better foolbold than eith-
er granite blocks or asphalt.
