Itin. EDITOR.—I think you still read the
Statutes wrong.. Seotion 585 as printed
in 1897 gave reties laving populations
over 100,000 unlimited power in granting
licensee and by inserting connection as
00 page 8-1898.80, clause 16 of Section
585 will read as follows :—"By Counting
of ootintiea cities and towns far fixing the
sum to be paid for licenses under By-
law's passed under &arise 14 but in cities
having a population of 100,000 or over
the license fees shall not be over $50 for
a two horse wagon, $80 for a one horse
wagon, 815 for a push cart and $1 for
carrying a basket.. Your readers will
see the reading ie nonsense .and will like.
ly be oorreoted this year again. By the
reading the clause refers to the Councils
of counties, cities and towns as the other
weemot included 11 10 plain thin was in-
tended to take in the other oities as well.
Where do you find authority for fixing
the Ithense at $500 as in your firet note?
The Statutes always limit the power of
municipal oorporations and by your ren-
dering of the statutes in this oath County
Councils or those of cities or towns are
not limited. Since writing the lest a
peddler told me a Q. 0, in an adjoining
county told him not to take a license in
Huron as he would defend him as the By-
law was not legal. I aoknowledge I had
not notioed the clause you refer to. I
looked for amendments but I still think
it refers to County Coupons es well, and
if not where are the fees fixed in the
counties? Thanking you for your vale.
