Tam Provincial eleotion contest in

week and the situation stands as follows :

independent Liberele. 85 Liberals
were eleoted by acclamation. Premier
Parent has reason for congratulation
and yet we are 'of the opinion that a
more evenly divided House would ensure
more oarefnl legislation. There is
sometimes danger of oareleesneee when a
Government feels that they have things
all their own way.
Minim progress has been made in the
development of pablio eentiment along
the line of demand for and appreciation of
Agricultural Colleges. There was a
day not very long ago when a strenuous
effort was neaeeeary for their defence
bat now the people are almost a unit in
their opinion as to their asefnlneee and
neoeesity. The province of Quebec is
instituting a large college at Bt, Annee
wbioh will be under the supervision of
Prof. Robertson, of Ottawa, and other
Provinces have taken a leaf out of
Ontario's book considering, no doubt,
that one Province Mande in the fore-
front in the splendid arrangements at
the College at Guelph. No pereoo can
truthfully say that the Ontario Govern•
ment has not looked after the intonate

NEW ONTARIO.

equal advance on the lines of public
ownership. The proposal to extend the
Government Railway to James Bay was

powers was also oommended, end the
general advance of that new land to be
opened up by 200 miles of railway from
North to South and 750 miles from East
to West, was commended and enjoined.

vatives in the oampaign of 1902 resulted
in four members being unseated. The
election practices of the Liberals in the
last general elections resulted in but two
members being unseated. This seemly
indicated that the Liberal party its act
much worse than the other party as the
language of Mr. Oookshott would make
opt. The result of the trials following
the bye-electiooe is not so favorable to
the Liberal party. In five ridings
Liberele were elected, and in one riding a
Conservative won, Three of these
Liberals have been unseated, one was
unseated but has appealed, in another
the oase is not yet oonoluded. In the
ease of the Conservative elected in a bye•
eleotion, be has resigned, Taking the
last general eleotione and bye.eleotione
together, Eve Conservatives have vacated
their seats, and six Liberals, This does
not show the "swill" disparity between

A ballot was taken as to who would
be otiose° as candidate and the present
well known member, Archie Hielop,
received the unanimous nomination.
Mr. Hielop was called to the platform
and reoeived with cheers. He returned
thanks for the Honore oonferred upon
him daring the past seven years and
more particularly for the confidence
reposed in him in this Convention. In

the present able Premier, Hon. G. W.

While proceeding to a fire the Retie

Following the exsmp'e sob by the
Ontario Grand Lodge in 1897, the Grand
Lodge of Manitoba and the Northwest
Territories of the A. 0, IT, W. is 0000 an
iudepeudrnt and self-governing body,
with uo oonneotion with Ray other
organization. This action was deoided
upon at the Grand Lodge meeting Winni-
peg, when the delegates oast the ballot of
their respe°tive lodges. The vote ebow•
ed 4,000 in favor of incorporation and
entire separation from the Supreme
Lodge of the 'United States, and 600
votes in favor of the mainbsnanoe of the
connection with the parent organization.

A By-law to authorize the issue of Debentures of the Township of
Grey, in the County of Huron, for the purpose of constructing
Cement or Steel Bridges . and Cement or Stone Abutments in
the said Township of Grey.
AND WHEREAS it is desirable to
raise by way of loan for the said
purpose the Boni of Thirty Thousand
Dollars (980,000.00), nod it will be neces-
sary to issue debentures of the said Towu-
ship of Grey, for the Baid sum of 980,-
000.00, as bereivafter provided, which is
the debt intended to be created by this
By-law, the prooeods of the said Deben-
tures to be applied to the purposes afore-
said and to no other purposes.
And whereas the amount required by
the Oonsalidsted Municipal Aot, 1908, to
be raised annually by special rate for
paying the said debt and interest, is the
eum of 92207.40, payable in twenty equal
annual payments of principal and interest
combined.
And whereas the amount of the whole
rateable property of the Township of
Grey, according to the last revised As-
sessment Roll thereof, is 91,795,825.
And whereas the amount of the exist-
ing debenture debt of the said Township
of Grey is 944,182.89, of whioh neither
principal nor interest is in arrear.
Therefore the corporation of the Town-
ship of Grey, by the Municipal Council
thereof, euaote as follows :-
1. For the purpose of raising the sum
of 980,000.00 to be expended as epeoified
in this By-law, debentures of the said
Township of Grey to the amount of
980,000.00, in sums of not leas than
9100.00 each, shall be issued on the
Twelfth day of May, A. D. 1905, each of
which debentures shall be dated on the
day of the i5505 thereof, and shall be
payable within twenty years thereafter.
2. Each of the said debentures shall
be eigned by the Reeve of the said Town.
