naturally much complaining but on the
whole the city accepted the situation of
the Underwriters' estimate and the ety
councilbegan to discuss ways and means
for remedying it. Until the advent of
the Board of Control but little practical
improvement was made in conditions,
although the tide of general discussion
continued to occasionally disturb the
quiet of the City Hall. In the last
nineteen months, however two and a
half million dollars have been spent on
new Water conduits, more fire apparatus
and generally increasing the efficiency
of the fire -fighting fortes but, so far,
the insurance rate has remained the
same, ' The city is preparing a long re,
portonthe matter and the Fire Under-
writers will be called upon to lower their
rates.

The crop is still the big thing in the'
West, and a very big thing it will
surely be. The longed -for hot weath-
er ontne and not too late, RS some fear-

parts, the crop is being finished off
with weather so splendidly char wild

earliness of ripening in Manitoba;
Many fields about Winnipeg have
been cut a week or ten days and the
harvest is snaking rapid progress on
all hands: Reports of yields from the
