hon. member for Lobell (Mr, Booraeea,)
who 18 a repreeeoiative of Quebec, a
Rumen Catholic and a Liberal. Now a
principle that these coo men could adopt
would be a broad priooiple, and it should
have been inoluded in the Bill ; the Bill
bae never baso properly drafted or it
would have embraced a principle which
is as broad in its application as that.

It appears to me that the Bill has far too
many details, too many olaoeee, and too
many exceptions. 11 is improperly
drafted. It is like an attempt to build
a hones from the top instead of the
bottom. It seems to me that this Bill
should have a great deal more local elate
tieity. It should be so constituted, eo
framed, that it would command the re•
epeet and support of the public and of
the -coal authorities in the different parte
of the Dominion. After all, they are the
parties who moat inforue and administer
this law if it ie nob to beoome a dead letter,
I can see very easily that thio Sabbath
legislation is a very, very difficult problem.
Canada 0onbain8 a great many different
ranee and creeds. It ie nearly as large 0%
the whole of Europe ; in fact 1t is eo ex.
teoeive tbab it is larger than the six days
in the week. 1t is eo extensive that we
might be pnoiehiog a poor Jew in Halifax

to the differeooe in time, the people of
Vanoonver or Victoria could be going

Vancouver would still have a few hours
of the Saturday when the people of
Halifax would be obeerving the Sabbath
end when parties there might be criminals
for breaking the Sabbath. That ohowe
that there suet be a oertain amount of
local elasticity in this Bill. It meet be
broad enough at least to make four hours
difference in the application of the
Bill.
I believe the Bill ehonld be first re•
drafted as to snit different provinces. I
reigbt say that I am perfectly tore that
in the pert of Ontario which I have the
honor to represent the people will never
be eatiefied with a Lord's Day Bill that
actually legalizes and permita games of
baseball, orioket, football, hockey, golf,
and so on. They will never be eatiefied
with that, It will be very difficult for
them to appreciate the fine line whioh
Oppe0r8 to be drawn between games play•
ed for amusement and those played for
gain. Bey opi0io0 ie that we meet have
a oertain amoa0t of local elasticity in
thio Bill, and I think that the present
dismission and the amendment which i0
enggeeted in oonneotion with this Manse
will result in that being seoured. There
are other parte in the Dominion where
they are not so etriotin regard to these

can tee very well by the dieouesion, eo
far as it bae gone, that even the members
of this hoose are not aware of the

different parte in regard to the keeping
of the Sabbath day. I BROW there ie a
great differentia in the rales and regale•
tions with regard to keeping the Sabbath
since I was a boy, I can remember for
sixty years, and I can well remember
bow etriotly it was kept then. There
bee been a great change io the last len
years, and there is no doubt that is one
remain why the Sabbath is not so rigidly
kept by different people in the different
localities aeoording to their religious and
their ooneoleatioas 000viotiooe. The
local anthoritiee in the different parte of
the Dominion should be given some
little liberty in regard to the enforaement
of thio law, for ae I said it ono never be
enforced anleee it hae the sympathy and
eapport of those who are to administer it.
I am like the bon, member for Balton
(Mr. Henderson,) if I bad my way I
would like 10 eee Ghia legislation kept ae
neer to the Fourth Commandment as
possible.
But I do not wish to impose my opin
ion on others who have different ideas, I
was in the city of Quabea not very long
ago 00 the Sabbath and I was very mach

HOMESTEAD REGULATIONS
ANY even numbered eeeliou of Dominion
Laude in Manitoba, Baskatohowan and
Alberta, excepting 8 and 26, not reserved,
may be homesteaded by any pereou who is
the solo bead of a tamil y, or any male over
18 yearn of age, to the extent of one-quarter
motion of 180 florae more or lees.
Entry may be made personally at the
local land oalee for the (Patriot to which
the land is ei tante.
The homesteader is required to perform
the coedit:one connected therewith under
one of the following plans :
(1) At least 010 months' residence upon
and oultivatlon of the land in each year for
three years,
(2) If the father (or mother, if the father
