The bean of refuge committee re. ported that a new cooking range was needed ; that the phee:Mien ehoald be paid at leant tor appliances needed in making operations. (This wee brought up by the feat that an opera. tion had been necessary in the case of A. Daley, ot Tnokeremitb, who was Boma time ago admitted to the house.) Regarding the p0robase of land to en. large the farm the committee had no reaommedation to make. COUNTY ENaINxun'e Rzeor,, The county commissioner reported as tollowe ; The small bridge at Zet. lend has been completed aeeording to the contract ; two small bridges, between the counties of Huron and Perth, North of Dublin, have been planed under ooutraot end the oonlraotor is at pees. 8nt ereoling the abutments ; tendere for two bridgee on the boundary be- tween Grey and Elma have been re. onived ; I have made arrangemente *o hive steel joists and new floor pat on part of Manchester bridge, the same to be done as anon ae possible; the North abutment of St. Joseph bridge was undermined by the Spring flood and we have made arrengemente to have a concrete abutment built to repair the old bridge and be there for a perman• enh eteol bridge when it is required ; a mew bridge will require to be built at Dunlop thfe eeaeon ; the small bridge Week of Black creek is in an mutate condition—I think the bridge is not required and would eoggeet that the plane be filled with earth and gravel. With reference to Doff & Stewart's complaint at Blnevale I would ray then nothing can be done at preeent. They reoeutty built a new dam which somewhat olmaeges the current, but ie new bridge will be required probably next season and I would recommend that the new bridge be then made 90 or 30 feet longer, The Spring floods lash Spring passed without doing any great damage to county bridgee. A Water pipe et the Blyth bridge, the report fund, should be :hanged oe the safety of the bridge Would he endangered. Ou Thureday atternoou a deputa- tion, ooneieting of a dozen or more ot the ladies of the Daughters of the Em- pire, end some of the troetees of the Godorich Geueral and Marine Hospital, with Rev. Joeeph Elliott, Hie Honor Judge Doyle and Hie Bonier Judge Holt as epokeemeu, waited on the °canon, aekiag that the motion paneed at the Met meeting resoinding the grant of 91,000 to the hospital should be rescinded. Mr, Elliott spoke at some length of the necessity at hoepitals and the ad vantage not Duly iu having skilled surgical treatment bat also in having the attention of trained name and in having the place for performing opera. tione which could be thoroughly eleri• lized, and spoke feelingly of the many deaths that could be averted if such oonditions were readily aooeseible not only to the rioh but to those who could not afford to go to the 011188 for treat. ment in the hospitals there, Hie Honor Judge Doyle made en eloquent appeal to the honor of the aouuoil of the "grandees county in the Dominion" not to allow the stigma of going beck on its solemn pledge to attach to the oouoty of which they were the representatives. He said the oonuoilof 1002 that passed the grant in the first place was exactly the same oorporate body ae the preeent ooaaoii. He stated that the trustees of the hospital, relying on the grant that the aouuoil of 1902 had passed, had prooeeded with the work, of fitting up the baildiog which had beau purchased, and that as soon as the council iu January last bad resoinded the vote the work had beeu stopped and nothing had been done ahem: be. canoe there was n0 money to go on witb, The statement that the tow: of Gode. riot had oontribaled nothing to the building wee not tree ; the town deeded two late to the truo*eee which e were worth bet wanG00 and $ 9700, and the Iodise bad been working night and day, in eeaeon end out of Reason, in fair weather and fool, and by eabeatiptioue and getting up ontertaie. menta of all torte bed raised the ram of 93,000 while in almost every home in Goderioh a small beg was hanging le receive contributions to the project, No one expected anything else but that the experience of the hospital here would be the same ae eveywhere else and that the town would have to come to its assistance not once but many times, and that the citizens would have to go down deep into their pockets as they have already done, for several years, though it wee hoped the institution would become self-sup- porting in the coarse of tome years, His Honor Judge Holt spoke along somewhat similar lines and said al- though the county oounoil of Haran had the reputation of being hard to get anything out of he believed it any proposition bad real merit in it it would receive the asete*anoe ot the county. Ou Mr. Holt's reeoming hie seat Mr. Miller moved, seconded by Mr. MoLeau, that the motion of last January be remanded and the original grant restored. The mover stated that he had voted to resoind the grant but he now thought he was wrong and that the matter should be Bottled before the aonnoil rose, The Warden, however, ruled that the matter meet come before 0ommitt88 and Mr. Bryane was aeked to take the :hair. Mr. Cootelon was the principal speaker against the grant. A 912,000 addition had been made to the hones of refuge and hospital accommodation provided there. He was opposed to the grant beaanse applioatione would be oomiog for grants to hospitals in towns all over the aoa0ty as Boon ae the principle was established and the Council would feel in fairness bound to treat all applicants alike. Mr, MoKenzie went on record as strongly in favor of the grant, When the vote was taken eight of the oonnail voted for the motion to rescind the motion passed to January and eight against. On the Warden's resuming the Chair Mr. Miller, following a suggestion from the Warden, moved, seconded by Mr. Mr. McKenzie, that a grant of 91,000 be made to the hospital when the building is completed. This was referred to the exeoative committee. The exeoative committee reported, re- commending that the prayer of the police village of Orediton, aekiag that the board of polies tra0teee be incorporated, be granted, and that a bylaw be prepared ; that 0. A. Nairn': tender for jail ouppliee be accepted ; that no aotion be taken with reference to the request of a further grant to the Gravenbaret Sanitarium at the preeent time ; that the maintenance of Leo MoNamare, committed to St, John'e Iodnetriel Home from Soaforth be paid ; that no action be taken with reference to the oommanioation from the Oooetablee' Aeeoolation, asking payment of membership fees; with eeteronae to the petition from Grand Bend to the township of Stephen. asking help to build a lookup, that the petitioners Rend ih to the commit of the township of Stephen ; that the grant of $1,000 to'the Alexandra General and Marine Hospital be not given ; that the grant of 01,000 to the Wingham hoopital be not given ; that 8 grant of $75 to the Huron COpnty Rifl Lettgoe be made.
