raw accidents are more terrifying to
the sufferer than to be bitten by a dog
supposed to be nod, and there are few
conditions in which prompt and Intelli-
gent action on the part of the bystanders
is more desireblo.
Although nearly all warns -blooded
animals are susceptible to nobles, 11 Is
most commonly seen in dogs. There are
two forms, the "furious" and the "dtlrnb,"
in the furious type, after a period ,f
melancholy or depression, the animal
becomes restless and irritable, with a
tendency to run away and snap at every-
thing in sight, finally becoming subdued
and sullen, and dying of paralysis and
exhaustion. In dumb rabies the stage "1
irritability is absent. The dog prowls
about in a listless way with his head
down and lower jaw dropped. At the
same time there is a difficulty in swal-
lowing.
11 1s often impossible to tell from a
dog's actions whether it Is rabid or not:
but if instead of killing the an11001 rs
quickly es possible, as is often unwisely
done, the owner capture it and keep .2
for a few days under lock and key, the
question answers itself. A rabid dog al-
ways dies in from four to eight days, so
that if the animal recovers the bitten
persons may lee sure that they are not
going to develop hydrophobia.
In any suspicious case the wound
should immediately be squeezed under
hot water, and If %cop, be incited freely,
so that cauterization with either a hot
trop or with strong nllric acid (nolo with
lunar caustic) may be thoroughly dote.
At the same time the dog should he kept
under observation, or if already Mild,
the head and neck should be packed in
ice and preserved for medical examina-
tion.
Even If it seems certain that the ant-
Il1al was rabid the patient, should not
despair, for It is estimated that.ouly a-

THE HOPELESS INSANE
P000150 HARVARD PROFESSOR AD.
VO1tl`Ti'1S '111EI11 REMOVAL,
ile Favors (tilling Off of Those hopeless-
ly Diseased and Victims of
Accidents,
Dr, Chas. E11ot Norton, of Cambridge,
Mass,. has joined forces with Miss Anne
S. Hall, of Cincinnati, end with Mrs.
Maud flal'ington Booth In their cam-
paign for the killing off of the hopeleite-
ly insane, hopelessly diseased and vic-
tims of accidents. His views are ex-
enssod in a letter written to Miss hall
and made public here.
Dr. Norton was formerly Professor if
Literature al Harvard. 110 was a friend
of Longfellow and Lowell, and with.
them made the famous translation of the
"Divine Comedy." He heads his letter
"Ari appenl to reason as well ns cnmpas-
slon," addressed Miss Hall, and writes:—
"The principle that 11 is a duty to pro-
long every human life as long as pos-
sible, al. whatever cost, has hitherto been
generally accepted.
"Ile main support has been the doctrine
of the seeredness of human life.
"Tho uocIrine and the practice have
both been pressed Ino for. 'There is no
ground to hold every Truman life as ins
violably sacred, and to be preserved, no
matter with what results to the indivi-
dual, or to others. On the contrary
there are cases to which every roason-
ahlec onsideration urges that the end
should be put. Setting aside all doubt-
ful cases, no right thinking man would
hesitate to give a dose of laudanum,
sufficient to end the suffering and life
together. to the victim of an accident
from the torturingeffects of which re-
covery was imposible, however, many
hours of misery might be added to cons -
C10118 life by stimulants or surgical oper-
ations.
"Nor should a reasonable man hesitate
to hasten death in the case of a memo%
disease sum, for example, as cancer,
when it has reached the singe of inces-
sant severe pain and when the patient
desires to die.
"The prolongation of life in such e
case, by whatever means, is mere crimi-
nal cruelty.
"Or lake another instance,; that of en

The plain duly in such a case is not to
prolong, but to shorten life.
"fl is not to be hoped 'het a supersti-
lion so deeply rooted in tradition as that
of the duly of prolonging life at any cost
will readily yield to the arguments of
reason or the pleadings of compassion.
but the discussion of the subject In Its

the consequent relief of much misery."
