SYNOPSIS OF CANADIAN NORTH
WEST LAND REGULATIONS
THE sole head of a family, or any male over
13 years old may homestead a quarter
section of available Dominion land in Mani-
toba, Saskatchewan or Alberta. The appli-
canb must appear in person at the Dominion
Lands Agency or Sub-.Agencyfor the district.
Entry by prouy may be made at the office
any Local Agent of Dominion Lands (not sub.
agent) on certain conditions,
Duties.—Six months' residence upon and cul-
tivation of the land in each of three years.
homesteader may live within nine miles of his
homestead' on a harm of at leash 84 acres en
certain conditions. A habitable house is re-
quited in every vaso except when residence
is performed in the vicinity.
In certain districts a homesteader in good
standing may pre-empt a quarter -section along-
side bill -homestead. Price $3 per acro. Duties
Six months' residence in each of six years
from date of homestead entry (including the
time required to earn homestead patent) and
50 acres extra cultivation. The area of culti-
vation is subject to reduction in case of rough,
scrubby or stony land after report by Home-
stead Inspector on application for patent.
A homesteader who has exhausted his home-
stead right and cannot obtain a pre-emption
may take a purchased homested in Certain
districts. Price $3.00 per acro. Duties.—Moet

Competition.
The Turnberry Agricultural Society
offers $75.00 divided as followe: $20,
$15, $12, $U), $8, $6 and $4 for the best
Field of White Oats.
The Ontario Department of Agricul-
ture will furnish the judges.
Nature of Competition—Fields en-
tered for competition must consist of
not less than five acres and not more
than twenty.
Competitors -Competition will be
limited to members of the Turnberry
Agricultural Society. Competitors
can only enter in one soeiety;and but
one entry can be made by each com-
petitor. .Any individual can make
entry for this competition by. becom-
ing a member of the society.
All competitors must be within 15
miles of Wingham. All applications
must be in by the twentieth day of
April.

New Taxes Increase It In Fact, By
Additional 2s p. c. Liberal Claim
Not Borne Out By Analysis.
How do the war taxes affect the
British Preference?
Liberals claim that they have seri-
ously affected British importations,
while Conservatives show that the
rate of preference remains practically
the sante but in the increaee in duties
Britain gains a still further advantage
over foreign competitors former trade.
Suppose the general tariff is 30 per
cent., and the British preference 20
per cent. Then the British mann•
facturer has an advautage over
Foreign competitors in our market of
10 per cent.
But the Government increases the
general tariff by 7/ per Dent„ and the
British preference by only 5 per cent.
That is to say, the impost on foreign
goods becomes 37:4 per cent,, and on
British goods, 26 per cent.
Then the British manufacturer's ad-
vantage in our market is 121 per cent.
Preference Increased.
Therefore, the British advantage in
the Canadian market is better by 21
p sr cent. than it was before.
Suppose for instance a merchant in
Canada purchased $1,000 worth of
goods outside this country. .Suppose
the general tariff on these goods was
80 per cent. and the professional tariff
would be 20 per cent. Before the war
taxes are imposed these goods bought
in United States, France, Germany, or
any other foreign couutry would pay
customs duties amounting to $300 but
but if purchased in Britain would pay
$200 or a difference of $10.0 in favour
of the British goods
Now the foreign goods would pay
37:4 per cent. or .$275 and the British
goods $250 or a preference of •5125 in
favour of the British production.
Under the old tariff the preference
given to British goods over foreign
make was $100; under the new tariff
$125.
Thus in so far as foreign competition
concerned the new tarlil le mote
favorable to British goods than the
preference given under the former cue-

Bow do the war taxes affect British

ductioa? Britain is a free trade coun-
try and its manfacturers obtain all
their raw material without customs
tax' The new tariff increases the tax
on British goods 5 per cent., but at
the same time increases the tart on
the Canadian manufacturers' saw
material 7i per cent. British goods
that formerly paid $20 custom duties
on $100 worth of goods will now pay
$25, The Canadian manufacturer
does not receive this additional pre
tectior but less 7/ per cent, increased
customs duties onthe raw material
consumed In making the goods,
Thus the British manufacturer peg e
higher duties coming into Canada but
his raw material remains unchanged,
The Canadian manufacturer receives 5
per gent. additional protection againse
British goods but he pays an addition-
al 7i per cent on the raw material. So
that eo far as the competition between
domestic and British goods is concern-
ed there is Iittle change in the pro-
tection given the domestic goods cr

The new war budget gives an addi-
tional advantage in our markets to
Britain over foreign importers and
varies but slightly the relative posi-
tions of domestic and Brit'sh goods as
affected by tariff impositions,

Places, to collect money, -whlch -will
be expended in gifts for. German
troops "as soon as it is otgcially an-
nounced that either German troops
have occupied English soil or- have
achieved the overthrow of England."
Helping reciprocal Trade.
In order to satisfy the demands of
the many Frencli inquirers who de-
sire to replace German goods by their
British equivalents, the British•Cham-
ber of Commerce, Paris,, has depicted
to publish, at its own cost, in French,
a trade Index of British manufactur-
ers, merchants, and producers, which
will be largely distributed amongst
Wrench firms.

A Dr: McDonald, who is just home
froth Eifdapest, gives a slightly dire
ferent version which, in view of the
known proclivities of yellow corres-
pondents, is probably nearer the
truth. He describes the fearful con-
ditions of disease and filth in the
army hospitals of Budapest and con-
cludes:
"Three Hungarian countesses,
Szechenyi; Sigrary and Zech!, all
American girls, came to the hospital
at Budapest and volunteered their
services. They were dressed .in silks
and had maids with them. I told
them'the_y did not know what they
were up against, and the authorities
sent •them. away.
'.'In Budapest alone there 70,000
wounded- soldiers, 20,000 of whom
are maimed for life."
