R B Canada when the War is over Sir Robert Borden's Optimistic Outlook Premier Borden, its snore than one of his recent speeches, has called at- tention to the effect which the great war is hound to exercise upon the future status of the setf•governing dominions. In his references to thin development, Sir Robert hae followed a line widely different' from that which bas been so persistently and fondly followed by the Liberal leader. His Idea of Development. The Borden speechee, in their refer• encee to the future status of Canada, do not recognize any development ex. sept that of a great nation within the British Empire, The Laurier policies and declarations find no echo in the statesmanlike utterances of Sir Robert Borden, There is no such suggestion as that contained in Laurier', repeated harping on the autonomy of Canada, The Borden Government has done more to preserve and maintain the autonomy of Canada than the Latimer Government ever did, but "autonomy" under. Borden means "autonomy"; under Laurier it means "separator,'' Laurier', Ambition. Sir Wilfrid Laurier etill looks to the same old goal of his ambitition, the independence of Canada, a sort of painlees partition of the Empire, with Canada dropping off like "the ripe fruit from the parent tree." The Laurier policies as affecting imperial relations have always been cut to that pattern. He held back the Dominion as long as he dared on the outbreak of the South African War, he legislated for a neutral and useless navy tinder his own control, a separatist navy. and he vetoed the gift of three dread- noughts for the naval defence of the Empire. Right -about-face. The war has shown just where Can- ada is in regard to these things. It has shown where Laurier is. Laurier knows it, and is painting himself all over with patriotism in order to es. cape. He bag hauled down his own colours for the time being. The war finds Canada as much a British nation as any in the world. Canada is in the war to the limit of her resources, her navy has been placed under the control of the Admiralty. She is sending army after army across the ocean to fight in the Empire's war, Her last man and her last dollar are ready for the service of the Empire, With all that her autonomy is unim- paired, hut it is an autonomy tared upon self-respect, upon the perfor- mance of a man's part in a great task. It is not put. forward in time of need as the shield of the ekutker and the refuge of the rebel; ir, clued not mean separation, independence, desertion, Mr. Perley'e. Good Work. By peculiar good fortune, Canada was represented in Loudon on the outbreak of the war by an acting Higb Commissioner, who wan a member of the Dominion Government. Thu3 it is impossible to believe that the ex- isting status, so far as it cameras the control offoreign policy and intra-Itnperia 1 relations, can re- main as it is today, All are con- scious of the complexity of the problem thus presented: but no one need despair of a satisfactory solution." - RIGHT MSN AT THE HELM No one is despairing of a satiefact- tory solutioh eo long as men like Sir Robert Borden are at the helm in Can- ada, Premier Borden can be fruited to strive for nothing less than the realization of the highest ideals in Im- perial relations. He is a great con- etttutionat authority, a man of rare judgement, and he occupies a position in the Empire which enabled him to speak with a large measure of author- ity, . Pin Your Faith to Live Stock The one outstanding feature of the world's farming is that there will soon lie a great shortage of meat supplies. Save your breeding stock. They are today Canada's most valuable asset. If you sacrifice your breeding stock now, you will regret it in the near future. Plan to increase your live stock. Europe and the United States, as well as Canada, will pay higher prices for beef, mutton, and bacon, in the very near :future. Remember that live stoek is the only true basis of economic and profitable farming. The more grain you grow, the more stock you can carry. The more stock you keep, the more fertilizer for your fields. Mixed farming is real farming, not speculating. Study this table, which was prepared before the war. Only one country increased its cattle more than its people in the past ten years. And, in it (Australia) in . 1914 there was a tremendous loss of live stock through an un- precedented drought—a fact which the table does not show. Hundreds of thousands of sheep have been slaughtered to pro- vide Winter clothing for the soldiers of the different armies. Australia's losses, through drought in 1914 were very heavy. Canada has been im* porting frozen mutton from New Zealand. In vicar of these Conditions, wool and mutton should prove very profitable for Canadian sheep raisers during the next few years. SWINE. At the sante time, the per capita consumption of milk byCanadians increased 80%. Is there any wonder we had to import 7,000,000 lbs. of butter from Now Zealand? The exports of Canadian cheese have been steadily de- clining for ten years. Look at the market prices today. 170 they not suggest the advantage of increased production? Last year one cow in Canada produced 28,000 lbs. The dairymen of Denmark who supply Great Britain with butter and bacon are not saris- fled unless their herds average 10,000 lbs. per tow.
