THE PEEL ELECTION.
Brampton, an important Ontario town,
has swung into the Liberal column with
a Conservative majority of 136 turned
into a Liberal majority of 21. The
Township of Chinquacousy has changed
from a Conservative majority of 29 to a
Liberal majority of 101. The Con-
stituency of Peel with a Conservative
majnrity of 71:) in 1911 has now out
that majority to about 373, or almost
one-half.
Those are the salient features of the
Peel bye -election for the Ontario -Legis-
lature, held on November 3rd, with J.
R. Fallis as the Conservative candidate
and A. Il. Milner as the Liberal. The
result is a decided encouragement to the
Provincial Liberal party, and coming as
it does on the heels of the South Bruce
victory in the Federal field. it strength-
ens the growing opinion that Ontario is
becoming a Liberal Province again.
The vote in Brampton is most signi-
ficant. It was here that the hottest
fight of the campaign was waged.
Hon. W. H. Hearst and Han. W. J.
Hanna, backed up the Conservative
organization and the evitabie support
of the liquor intersts, strove to increase
the Conservative majority in the town.
Instead of that the Conservative
majority was wiped out and the Liberal
majority substituted. The Result re-
flects great credit not only on the can-
didate but on N. W. Rowell, K.C., M.
P.P., who went to Brampton and ex-
plained fully his program of Social Re-
form which apparently swept the town.
It is evident that a large number of
temperance Conservatives supported
the Rowell policy of abolish the bar.
AN AUTOCRATIC GOVERNMENT
Canada Is supposed to have a democ-
ratic Government -that is a Govern-
ment by the people for the people. For
fifteen years previous to 1911 it had
that. Under Mr. Borden's regime,
every possible effort has been directed
towards securing Government by Gov -
ATTACK PROVINCIAL RIGHTS.
In a vicious article headed "The
Foul Blow to Roads" on October 22nd
the Toronto Mail and Empire abuses
Sir Wilfrid Laurier and the Senate Lib-
erals for "putting the whipcord around
the neck of the Government policy."
All the Liberals in the Senate did was
to demand that the money be divided
fairly amongst the Provinces and that
the constitutional provincial rights be
observed.
The Mail and Empire demands: "If
the Dominion Government ought not to
J be trusted with Dominion funds who
ought to be? Ought it to be Provincial
Governments who are in no way respon-
sible to the Dominion Government which
votes the money?"
The British North America Act (the
Canadian Constitution) gives the answer.
It says:
92. "In each Province the Legislature
may EXCLUSIVELY MAKE LAWS in
relation to matters coming within the
Classes of Subjects next hereinafter
enumerated; that is to say:
"Local Works and Undertakings
other than such as are of the following
Classes:
(a) Lines of Steam or; other Ships,
Railways, Canals, Telegraphs, and
other Works and Undertakings connect-
ing the Province with any other or
others of the Provinces, or extending
beyond the Limits of the Provinces.
(b) Lines of Steam Ships between
the Province and any British or Foreign
Country.
(e) Such Works as, although wholly
situate within the Province, are before
or after their execution declared by the
Parliament of Canada to be for the
general advantage of Canada or for Ad-
vantage of two or more of the Pro-
vinces."
Highways have never been declared
works "for the general advantage of
Canada." They are thus purely Pro-
vincial affairs, and the Dominion Gov-
ernment cannot constitutionally inter-
fere with the spending of money upon

LOCAL NEWS.
Mr. Robt. Hill is able to be out again,
after his recent indisposition.
Mr. John Davidson, who was seriously
ill with typhoid fever for some time, is,
we are pleased to see, able to be around
again.
Messrs. Geo. Cruickshank and Thos.
Gregory's sale of cattle, on Tuesday
last, was a sueeessfnl one. In two
hours and a half, Mr. Peter Deans, the
auctioneer, sold over sixty head, two
year -old -steers bringing from $25 to $30
each, three -year-olds from $36 to $40
each, and cows from $28 to $35.
Mr. J. S. Jerome is this week moving
into his new residence on Centre street.
Mr. Thos. Forbes, of Morris, is mov-
ing into his residence in town, which
he recently purchased from Mr. H. W.
C. Meyer,
The electric light dynamos have been
placed in position in the power house
in Lower Wingham and the lights are
now supplied from there.
Mr. John E. Davis, senior member of
the firm of Davis Bros., publishers of
the Mitchell Advocate, passed over to
the great majority on the 2nd inst.
The deceased was well known in Wing -
ham, anal was the eldest brother of Mr.
H. Davis, of this town.
By resolution of the Town Council,
passed at last meeting, it was decided
to put the Curfew -Beit statute in
1 operation in Wingham. It is altogether
i likely that a By-law will be laid before
the Council, at its next meeting, deal-
ing with the matter.

being put in the stores in the Stone
Block. They make a great improve-
ment in the appearance of the block
and will add greatly to the comfort of
those occupying the stores.

LOVE -TAPS FOR THE POST -OFFICE
(Toronto Globe.)
The Post office Department under the
administration of Mr. Pelletier has be-
come as fussy as the Postmaster -Gen-
eral himself. Every few weeks some
new regultion is promulgated, intended
apparently to make it more difficult to
publish newspapers. The Orillia Times
has this to say of the latest of the series:

every periodical one picks up contains
double page advertisements, and with-
in a year The Times has been guilty of
this heinous'offence of printing a two-
page announcement, But it must not
do so again. Net so long ago this
brainless department instructed The
Saturday Globe that its make-up must
be changed because the illustrated sec-
tion was different in -size to that of the
other pages. The next newspaper reg-
ulation may be expected to deal with
the size of type to be used and the
quality and color of the ink."
If the officials who are making the
lives of publishers miserable by the
multiplication of useless and foolish
regulations would direct their talents
to the production of stamps tha will
stick without a supplementary applies -
cation of mucilage they would better
serve the people.
A Comical Complaint.
(Toronto Star.)
The Hamiiton Spectator says that
the result in South Bruce is "virtually
a snsp verdict from an ill-informed
jury."
This is a funny complaint, coming
from the party which made the election
necessary, fixed the date, and con-
trolled the election machinery. The
Governfnent chose to put the old Con-
servative member, Mr. Donnelly, into
the Senate and so created the vacancy.
There were four bye -elections to be held,
in Chateauguay, East Bruce and South
Bruce and South Lanark. Instead of
holding them ail on one day, the Gov-
ernment influence might be concentrat-
ed upon each. Having fixed the date,
and made the rules and adjueted all the
conditions to suit itself, the Govern-
ment is defeated and now its partisans
complain that the conditions were not
fair. It is surely a joke,

London is likely to have a fine Tech-
nical School to cost about $35,000.
