How can Mr. Ross defend in May, ,
1913, a policy that a yens ego he be-
lieved to be "rotten". How can he
find fault with the Senate for insisting
that the people themselves take the
responsibility of sanctioning it? The
Journal is not singular in its vulner-
ability. There is scarcely a Conserva-
tive paper in the country that did not
shout as loudly for a Canadian navy in
1909 as it is now shouting against that
policy. The role of political weather-
cock taken by Mr. Borden has been
• faithfully copied by the Conservative
Press.

prize lists, with entry forms enclosed,

English gardeners are now to have
the advantage of using a portable hot-
house, a patent having been issued for
such a device. Various crops can thus
be started under glass, and then left to
Imajure in the open, while the Mouse is
moved on to other seed -beds. The
house is described as being so perfectly
adjusted that a six-year-old boy can
move it from place to place, though the
one described weighs about twenty tons.
Centre Huron Licenses.
Centre Huron Licen se Commissioners
at Seaforth on Friday endorsed a trans-
fer of the Royal Hotel from Thomas
Pinkney to Lorne Weir, owner of the
house. The Queen's Hotel, which had
a three -month's license, will have it re-
newed for the balance of the year. The
Dick House, which also had a permit
for three months, will have its license
cancelled on August 1. The proprietor
of the Dick House, Mr. Frank Kling,
died recently, and as the house needed
a great deal of repair and new furnish-
ings the Commissioners decided that
the license should not be renewed. This
will leave Seaforth with three licensed
hotels and a liquor store.

The four Ontario valances in the Sen-
ate were filled on Monday. The new
men are: Col. James Mason, of Toron-
to, president of the Home Bank; E. D.
Smith, of Winona, former member for
Wentworth; J. J. Donnelly, the sitting
member for South Bruce; Alex. McCall,
of Simcoe, a former meniber of Norfolk.
Where will they be in a few weeks?
Premier Borden in the old country mak-
ing after-dinner speeches; Col. Sain out
camping with his soldiers, trying to
sleep in a camp bed without mussing up
the gold lace; Bob Rogers revising and
amending voters'.lists; Pelletier explain-
ing that be never voted for any navy
scheme, and Foster may drop in for a
day or so to tell Doherty and 'Hazen and
Cochrane how much he gained in weight

The appointment of J. J. Donnelly,
M. P. for South Bruce, to the Senate
came as a surprise, Speculation is rife
as to who will contest the riding. It
has been rumoured that Col. Scott will
be offered the Conservative nomination.
Another name is Moorebouse Mitchell,
of Lucknow. Both would be good men
but it is doubtful if either could carry
the constituency. In the Liberal party
there are three names mentioned. Rub-
en Truax, ex -M. P. for South Bruce,
Walkerton; Conrad Krug, manufacturer,
Chesley; and George Anderson, M,P'P.,
Lucknow. All are goad men, but the
general opinion of those who have the
pulse of the riding is that George And-
ersen could not be beaten.
Huron's Publicity Campaign.
The printing of the booklet describing
the advantages and opportunities of the
County of Huron has been completed,
and the work was accepted at a meeting
of the Executive of the County Publi-
city Association, held in Goderich last
week. The booklet deserves a few
lines of mention. It comprises 32 pages
and the four pages of the cover (the
first page in two colors) filled with des-
criptiveletter press and a selection of
about 80 photos of farm and other
scenes in this country These are em-
bodied in thirteen conbination full pages,
and 24 separate views, the pages being
headed with the well chosen title of the
book, "Ileautiful Ilomes and Farms in
Huron County, Ontario," and the front
cover page bears the further inscription,
"Scenes and Facts as you will find
them—compiled and published by the
Executive of the Huron County' Publi-
city and Improvement Association."

CONSULT THE PEOPLE.
The resolution submitted by Sir
George Ross, "That this House is not
justified in graphing assent to this bill
nutil it is submitted to the judgment of
the country," was carried in the Upper
House on Friday morning by a vote of
51 to 27.
The resolution voiced the principles
for which Premier Borden and the whole
Conservative party stood, when the
Laurier naval act, though based on
sound parliamentary and constitutional
doctrine, was before the.Seuate in 1910.
The vote came at the end of four days
of vigorous and high level debate, lis-
tened to throughout by crowded galler-
ies, and by a large attendance of mem-
bers of the Commons. The result in-
dicated that the principles of Liberalism
are the same in both Houses of Parlia-
ment.
The naval contribution bill is killed.
The Government has now two courses
open to it. If there is a real belief in
an c• •urgency asupplementary estimate
can be brought down tomorrow in the
Commons, under the Laurier naval ser-
vice act, to vote $35,000,000 for warships
to immediately strengthen the effective
naval forces of the empire. Liberalism
will offer no objection to that. The
other alternative is for Premier Borden
to show the courage of his professed
convictions, to carry out the pledge he
made public in Montreal, on his return
from England, and appeal forthwith to
the Canadian people. The course will
not be adopted. The Government is
afraid to trust the people. Moreover,
it does not yet want to declare its per-
manent policy. That this permanent
policy is one of periodical contribution
and no Canadian navy, was made plain
by the tenor of the majority, of the
speeches from the Conservative mem-
bers of the Senate during the debate.
Some Horsehints.
Don't neglect the warm bran mash

Curfew Law in Effect.
The new curfew regulations went into
effect last week. • The act will be en-
forced all over the Province, and by it
the police have the power to arrest after
one warning any child under sixteen
years of age who is found in a public
street or any place which the public
has access to after nine o'clock at night
unaccompanied by parent or guardian,
or by an adult authorized by the parent
or guardian to accompany the child.
CENTRE HURON LIBERALS.
While Britian's opium trade with
China is nearing an end, the end is com-
ing, says the London Times, only when
profits are no longer obtainable. The
craving for profits, the Times says,
continued to the end, and disappeared
only when these could no longer be
obtained.' The traffic was maintained
for much more than a century and dur-
ing its continuance brought about the
most disgraceful war in Britian'shistory
and inflicted inestimable suffering on a
helpless people.
The Liberals of Centre Huron held
their annual meeting in Goderich on
Friday afternoon last. In a strong re-
solution expressed approval of the
course pursued in the Ontario Legisla-
ture by their representative, Mr. W.
Pr'oudfoot, in regard to his charges
against certain ministers of the crown.
A resolution commending the stand of
Sir Wilfrid Laurier and the Liberals on
the navy policy was passed, as was also
a resolution passed expressing confi-
dence in the leadership of Mr. Rowell.
The following officers for the ensuing
year were elected: President, Michael
Murdie, of Winthrop; lstvice-president,
Dr. J. W. Shaw, Clinton; 2nd vice-
president, Norman Kernighan, of Ben -
miller; 3rd vice-president, James D.
Hinchley, Seaforth; secretary, J. L.
Killoran, Goderich; treasurer, Gordon
Young,of Carlow; auditor, W.J.Paisley,
Clinton.
