Tax Reform.
Speaking recently on this subject,
Secretary Farmer of the Tax Reform
League, said --',Every legitimate
business is occupied in providing
things necdefi by the people and to
tax them heavily is like killing the
goose that laid the golden egg. Up to
the present in New Zealand, some 00
municipalities have been successful in
removing building and improvement
taxation. In Canadian cases reduc-
tions in these taxes were made, as in
Vancouver, 'and the municipal re-
venues have felt a noticeable increase,
and the tax rate did not go up, In
seven years Edmonton has reduced
itsbusiness assessment to one•quarter
and will soon abolish it. Other wee»
tern towns and cities are having the
sane experience,. In Ontario there
has been au organization for about 20
years and much has been done. The
wise step now is to secure legislation
empowering the exemption or re»
duotion of business taxes by muni-
cipalities. The present business tax
is pernicious when improvements
mean higher assessment for taxation
and are detrimental to expenditures
for improving factories and plants.
We cannot too soon have legislation
that will enable us to abolish all
business taxes."

In connection with the Boys' Scout
movement, among other iustruotions
given by Baden Powell, are the fel-
lowing ;—"A scout does not smoke.

Burdett° says—"A boy who smokes
