Morris council claims lawyer

Again the council claimed to
have given no authorization of
the land transfer, which was
apparently carried out by Mr.
Campbell acting on behalf of the
township.
Mr. Pletch and Mr. Campbell
said the township had requested
a io-foot strip of land behind
some lots in case municipal
services are required in the
future.
"I wouldn't have given it to you
if you hadn't asked for it," Mr.
Pletch told council.

there was no corresponding strip

Council decided at Koo ky's
meeting to ask for a Moot
easement at the back of lots at
the south end of Plan 74S in the
Pletch subdivision. The
easement will allow the township
to reach the water system if the
system is ever taken over by the
municipality.
The development agreement
for the subdivision will be drawn
up by the two lawyers and
presented to council probably
before the next regular council
meeting.

At council's meeting Monday
Mr. Campbell explained that to
save township solicitor A. R. Mill
a special trip, he had acted on
behalf of the township in tran-
sferring the roadway. He said
lawyers often do act on behalf of
one another in registering
documents and said Mr. Mill had
given him permission to transfer
the roadway on the township's
behalf.
Mr. Mill said he didn't recall
allowing Mr. Campbell to make
the transfer.
Councillor Ross Pe'b er said it
was immaterial whether the
lawyers had made an agreement.
Even Mr. Mill hadn't been
authorized to transfer the
roadway deeds, he said. He was
incensed that Mr. Campbell had
apparently deeded the roadways
to the township without council
members' knowledge or per-
mission.

you to act as our solicitor?" Mr.

Morris Township council was
hesitant about making grants
when it met June 4.
The Bluevale Community Hall
Board requested a grant to help
pay for fuel and other- bills which
have gone unpaid. The bills were
unpaid because the furnace in the
hall exploded during the winter,
so no groups used the hall or paid
rent.
Council wants to talk with a
hall board representative before
it commits itself to giving a
grant. The last time it gave a
grant, November, 1977, the grant
was for a new roof for the hall but
a new roof has yet to be erected.
A lengthy discussion preceded
a decision to pay the East
Wawanosh recreation board the
yearly $100 sum Morris pays plus
$300 to help cover a deficit.
Board Chairman Neil Vincent
reported the board needs $2,897 to
meet bills to be paid before the
Belgrave fowl supper in October.
Councillor Ross Procter and
Reeve William Elston said the
board should be more responsible
Emma Bird told council she
isn't satisfied with the com-
pensation given to her by
provincial livestock' evaluator
Ray Clarkston. Some of her ewes
were worried by dogs last year
and when the ewes were lambing
this spring nine lambs died. She
received $40 each for the lambs,
but Mrs. Bird said the com-
pensation didn't cover all the
worried ewes.
She also wanted the township to
fence off tree seedlings the

property to replace larger trees
damaged during drain work,
though council made no decision.
Township council got a blast
from two irate ratepayers who
felt the township should ad-
minister the Ontario Home
Renewal Program (OHRP).
Under the program, people with
substandard older homes may
qualify for low-interest loans or

forgiveable loans for im-
provement of their homes.
Council members said little
interest had been shown in the
program by ratepayers and that
the program would be costly for
the township. About 15 forms
must be filed before an ap-
plication can be accepted and the
township would have a lien on the
properties, council said.
The township doesn't have a
building bylaw officer to enforce
the program, Mr. Elston noted.
In other business $61,200 has
been allocated to Morris
Township for tile drain loans.
There are presently applications
on file for the money totalling
$116,375.
A grant of $150 was made to the
Brussels Agricultural Society
and a $25 grant was made to the
Wingham Salvation Army Red
Shield Appeal.
