Roger Worth During a recession, 'a great many people suffer. yet some suffer more than others. This time, public sector workers e1aim they are not being treated fairly, particu- larly since Ottawa and most provinces have placed re- straints on their wages and, in some cases, denied civil servants the right to strike But is that the case' Are the nation's civil servants really being treated inequit- ably? The first point to consider. perhaps, is the fact that there have been few layoffs in the public sector, even though hiring freezes are prevalent. Nevertheless, with 1.6 mil lion Canadians seeking a job (any job) , it seems obvious that the unemployed are suf- fering a great deal more than the civil servants who continue to work and receive a regular pay cheque. Then there's the matter of salary restraint. While Ottawa actively promotes its 6 and 5 per cent program, the past president of the Trea- sury Board openly admits that for 40 per cent of civil servants, restraint really means raises of 10 per cent and 9 per cent, certainly a far cry from the advertised 6 and 5prograni._ -.._. . -. Meanwhile, according to a survey questionnaire com- pleted by 14,171 members of the Canadian Federation of Independent Business. two out of three smaller firms have been forced to pofitpone wage increases for their employees, or limit them to less than the 6 per cent federal guideline. What's more, about :30 per cent of small business 'owner -managers have actu- ally been forced to reduce their compensation, while another 30 per cent couldn't afford any increase. Stacked against the sub- stantial increases awarded to public sector employees, it is even, more difficult to understand why the civil ser- vants are complaining. Placing a moratorium on the right to strike of public sector employees, of course. hits at the very heart of the matter. Yet even the Inter• national Labour Organiza- tion has agreed that the government's move was jus- tified. For years. civil servants have used the strike threat to win large salary increases. many times leading the pri- vate sector in wage settle- ments. By closing down the postal system (and costing busi- ness more than $3 -billion), for example. the postal unions have managed to win themselves salaries of $23,000 per year for jobs that require little training. What's more, one postal union .leader says his mem- bers cannot be laid off, even though mail volume (and work 1 has plummeted. On all counts, it is hard to support the civil servants' claim that they are hearing an unfair burden As it stands. public sector workers are a lot better off than their private sector counterparts .
