Timbrell announ- ced last month. Timbrell tabled a discus- sion paper outlining the changes in the legislature and added: "In past years, once the grain was in the elevators and a contract for sale had been signed, confu- sion sometimes arose as to who owned the farm produce in question -- the producer or the elevator operator," the minister said: If the elevator operations fell into financial difficulties, banks sometimes seized all the contents of the elevators, including stored farm prod- uce. Legal battles often en- sued as the rightful owners tried to regain their property or be compensated for it. The changes proposed in the discussion paper would guarantee that all grain delivered to an elevator is intended for storage, unless the contrary is established in writing or before a court. Further, the forms used in the transaction would be separated and clarified under the revised legislation. The minister stressed that this paper was being releas- ed to promote discussion in the industry. "we want to give all sectors an oppor- tunity to analyse these pro- posals and offer ' comments and suggestions to be sure the legislation in its final form meets the needs of the industry and protects prod- ucers." Approved for farm loan program The Victoria and Grey Trust Company has received authorized lender status to provide help to the prov- ince's farmers under the Ontario Farm Adjustment Program Assistance (OFAAP). The program, sponsored by the Ontario Ministry of Agriculture and Food, was originally scheduled to end December 31, 1982. Sox 486 475 Josephine "SERVING ONTARIO SINCE 1900" to farmers who meet the following criteria: They must have equity in the farm business of between 10 per cent and 60 per cent, be paying interest in excess of 20 per cent of farm operating costs and have produced $12,000 worth of food or tobacco products in the 12 months preceding their application, says OFAAP General Manager, Nancy Bardecki. OFAAP offers three types of assistance to farmers: a deferral of interest by the lender for a period of six months guaranteed by the province, interest reduction grants on floating rate loans for up to 12 months and a provincial guarantee of a new line of credit for operating purposes for periods of up to 12 months. The 1983 program involves two types of applicant - those who participated in 1982 and those applying for the first time. First time applications are reviewed by a local case committee consisting of the lender and the local agri- cultural representative. For second time participants, no local case committee is nec- essary; the application is prepared by the farmer and the lender.
