A task force on farm
income stabilization repres-
enting the ten provinces and
four national producer
groups starts work on July 14
in Calgary.
This is the first of a series
of meetings to be held across
Canada where a proposal for
three -party (federal, provin-
cial and producer) income
stabilization for beef, pork
and sheep will be drawn tip
for approval July 17 at the
federal -provincial meeting of
agriculture minister in Brud-
enell, P.E.I. Other commod-
ities not under supply man-
agement will be cackled
later.
Farm income stabilization
plans place a floor under
agriculture commodity prices
to prevent disastrous losses.
Producers pay into the plans
and would collect only if
prices fall below a pre -deter-
mined level. The support
price is set at a level which
limits losses without encour-
aging over -production.
"The purpose of such
plans," said Ontario Agric-
ulture and Food Minister
Dennis Timbrell, "isry o stab-
ilize the agricultu • yr econ-
omy which has su ` ered from
widely swinging prices in
recent years and, in turn, to
allow farmers to plan proper-
ly for the growing world
market for Canadian agricul-
tural products."
The task force was unan-
imously agreed upon March
1 at a Toronto meeting of
provincial agriculture minist-
ers and four ' national' prod-
ucer groups -- the Canadian
Federation of Agriculture,
the Canadian Cattlemen's
Association, the Canadian
Pork Council and the Canada
Sheep Council.
Although Federal Agricul-
ture Minister Eugene Whel-
an was unable to attend, he
sent an observer who said
the federal government
would participate in the task
force if they found the terms
of reference acceptable.
Ontario's Agriculture Min-
ister Timbrell today named
Bernie McCabe, director of
the ministry's economics
branch, as Ontario's repres-
entative on the task force.
The task force will develop
a plan which is national in
scope, voluntary and covers
all commodities not under
supply management. Other
criteria include equal cost-
sharing among the three
partners and mutual agree-
ment on support levels.
In addition, the proposed
plan should be supervised by
a national income stabiliza-
tion body and should operate
at a level which limits losses
but does not stimulate prod-
uction.
The delegates agreed that
individual commodities,
within the overall plan, such
as beef, should have indiv-
idual plans and these need
not be identical but "bal-
anced and equitable".
Timbrell said, "Producer
groups and provinces have
put a lot of work into
developing specific programs
for major commodities and
we believe that the federal
government, the provinces
and the producers can agree
to a national program that
will be acceptable to all."
The Toronto discussions.
stemmed from Timbrell's
proposal for a national stabi-
lization plan put forward in
Halifax last July at the
annual meeting of federal
and provincial agriculture
ministers, where majority
agreement was achieved am-
ong the province- efn the
need for such a program.
The plan was discussed in
more detail in Regina last
November by the provincial
agriculture ministers, who
reached near unanimous ag-
reement on the main points
of the proposed plan. The
Regina delegates agreed that
a stabilization plan should be
national, voluntary and
equally cost shad among
the three partners.
Both the Regina and Tor-
onto meetings were co-chair-
ed by Ontario Agriculture
and Food Minister Dennis
Timbrell and Saskatchewan
Agriculture Minister Eric
Berntson.
