The federal minister of
agriculture says he isn't int-
erested m a tripartite farm
income stabilization program
that "winds up producing
unlimited surpluses." Refer-
ring to a proposed national
plan, Eugene Whelan said
improved stability for agri-
culture, the red meat sector
in particular, is needed but
how to achieve it is still an
open question.
"It won't happen simply
by ' throwing money, at the
problem."
This year the United States
will spend around $15 billion
on farm support programs,
and the European Economic
Community will spend about
$12 billion. "And all they get
is more surpluses and more
subsidies," Whelan observ-
ed.
"Only through some form
of supply management can
you get the benefits of real
income stability for farmers,
and avoid wasteful surplus-
es," he added.
Whelan was speaking at
the Federal Policy Day at the
Western Ontario Farm Show
in London March 4. A week
prior to Whelan's speech at
the farm show, Ontario's
minister of agriculture, Den-
nisTimbrell, tired of the
delays called a meeting of all
agricultural ministers with
the goal of getting down to
work and building a national
stablization program. Whel-
an was invited to attend the
meeting in Toronto March 1
but did not attend.
Some months ago, at the
request of Ontario, nine of
the provincial governments
and several major producer
organizations met at Regina
and agreed to work towards a
national farm income stabil-
ization program which would
cover all commodities not
now under supply manage-
ment. The meeting expres-
sed overwhelming support
for tripartite financing of the
new proposed national plan -
with the cost to be shared
equally by the federal gov-
ernment, the provincial gov-
ernment and the producers.
Task Force
Following the March 1
meeting attended by repres-
entatives of all provinces
except Newfoundland and
five national commodity as-
sociations, a task force has
been formed. The task force
is to include representation
of the 10 provinces, the pro-
ducer groups for cattle, pork
and sheep as well as the
Canadian Federation of Agri-
culture. The federal govern-
ment has once again been
invited to attend.
The task force is to develop
broad guidelines and report
to the federal -provincial
meeting of agriculture min-
isters in Prince Edward
Island in July. The first
meeting of the task force will
take place in Calgary March
14.
According to Whelan the
provinces and producer
groups have really just ag-
reed "that the sun comes up
in the morning and goes
down at night."
