The reaction 01 the mon-
archs in the Ottawa Liberal
establishment to Joe Clark's
failure in Winnipeg was un-
doubtedly one of smug satis-
faction. With the ffederal
Conservatives at each
other's throats again, they
must have been jubilantly
convinced that their reign in
Parliament could go on inde-
finitely.
But what of the reaction of
this nation's small liberals to
that sad convention?
Well I think I qualify for
that category. Indeed back
in the days of Lester Pearson
I once spent a lot of time and
a lot of money as a Liberal
candidate in a federal elec-
tion, and I was one of the
2,400 Canadians who, in April
of 1968, made Pierre Elliott
Trudeau our Prime Minister.
Gave the man four straight
votes on that memorable
afternoon, and I still have
the ballots to prove it.
And I don't really regret
that act because I think that
in many respects Mr. Tru-
deau has served us well ; that
he gave this country a new
identity and a new sense of
pride in those first years of
his administration.
But it seems to me as it ob-
viously does to thousands of
others who once supported
him enthusiastically that
Trudeau has outlived his
usefulness; that he is becom-
ing increasingly con-
temptuous of public opinion;
that he has divided this na-
tion as no other prime minis-
ter before him, and that he
has now given us a govern-
ment in which bureaucracy
has more power than Parlia-
ment. Furthermore that
bureaucracy has all too often
been insufferably wasteful,
autocratic and even super-
flous.
So if for no other reason
than to shake that bureau-
cracy which has come `to act
as if it governs by divine
right, and to give us a
government which repre-
sents something more than
the eastern half of the nation,
I had quietly made up my
mind to give my next vote to
the man once shrugged aside
as Joe Who.
And if I had any lingering
doubts about Mr. Clark's
right to be known by his right
name, that doubt was surely
dispelled by the manner in
which he has led the' Opposi-
tion these past two years,
and certainly by the way he
carried himself at that ill-
fated convention.
That so many in that con-
vention should have con-
spired against him was to
me, as I'm sure it was to mil-
lions of others, a shocking
disappointment. And what is
of more lasting importance,
I think it may well mark the
end of the phenomenal rise in
esteem which his party has
enjoyed lately in the opinion
polls.
Canada needs a Conserva-
tive party — needs it worse
now perhaps than at any
time in its history. And once
again it has proven itself a
party which is plagued with
an incurable urge to self-des-
truct.
