Who must file
tax returns.
When the ancient Egyp-
tians paid taxes that helped
fill the coffers of the wealthy
Pharaohs, `the concept of a
tax system that could benefit
a country's citizens was still
several thousand years
away. And although these
early taxpayers probably
didn't have to struggle with
an annual income tax return,
today that annual springtime
ritual often means cash for
people who file a return,
even when they have no in-
come tax to pay.
This year more than 15
million people across the
country will fill out tax re-
turns, some reporting in-
come, but others simply
claiming one of the many
credits available through the
tax system.
Who are the people who
must file tax returns and
who are the ones that, while
not obliged to file, will bene-
fit if they do?
There are two types of
people who must file federal
tax returns: those' who have
taxable income and anyone
who is requested by the tax
department to file.
People with taxable in-
come, no matter what the
source, must report their in-
come and pay any taxes ow-
ing. Since most people whose
income is from salary or
wages will have had their in-
come tax deducted during
the year by their employers,
the majority of tax filers ex-
pect a refund when they file
their tax returns.
In addition to people who
have income to report or who
are requested to file, there
are those who stand to bene-
fit from filing a return even
if he or she has no taxable in-
come. For example, a person
who has received no income
other than family allowance
payments may obtain the
Child Tax Credit by complet-
ing a tax return and
Schedule 10.
An individual may also file
a return and benefit from
certain provincial 1,tax
credits. Examples of these
include the Alberta renter
assistance credit and the On-
tario and Manitoba property
tax credit.
Some taxpayers may
benefit from certain other
provisions when they file
their tax returns. Students
who have worked part-time
may wishto take advantage
of certain education deduc-
tions. A student who attends
a designated institution and
is enrolled in a qualifying
educational program may
claim an education deduc-
tion of $50 for each academic
month. This claim must be
supported by a certificate
issued by the educational in-
stitution. However, courses.
for which the student re-
ceives an allowance, benefit,
grant or reimbursement of
expenses (other than money
received from a relative or
award money) do not qualify
for the education deduction.
If you have reached age 65,
you are entitled to claim the
age exemption. If you spouse
is also 65 and has no taxable
income, you may claim all or
part of his or her age
exemption. Similarly, if your
wife or husband is eligible
for certain other deductions,
such as the pension income
deduction or, interest, divid-
ends and capital gains
deduction and has no taxable
income, you may claim the
unused portion on your tax
return.
Whether, as a taxpayer,
you are filing a return be-
cause you must or because
you have chosen to do so, you
are participating in a self-
assessment system which is
considered one of the most
economical and most ef-
ficient methods of collecting
taxes.
